Trần Tiến Dũng, Member of the Party Central Committee, Secretary of the Điện Biên provincial Party Committee, and Head of the provincial National Assembly Deputy Delegation, chaired the discussion session in Group 12, which comprises Điện Biên, Vĩnh Long, and Lạng Sơn provinces. Participating in the group discussion was Trần Sĩ Thanh, Member of the Political Bureau, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission, and National Assembly Deputy representing Lạng Sơn province.
Speaking to chair the discussion session, Head of the Điện Biên provincial National Assembly Deputy Delegation Trần Tiến Dũng emphasized that amending the Law on Legal Dissemination and Education holds particularly important significance in the current context, where execution remains identified as one of the key bottlenecks needing focused resolution. He requested deputies to concentrate feedback on the model and operational efficiency of the Council for Legal Dissemination and Education Coordination, innovating legal dissemination and education methods toward boosting digital transformation, applying artificial intelligence, and utilizing digital platforms, while reviewing regulations regarding specific target groups.
Regarding the Council for Legal Dissemination and Education Coordination, the Head of the Điện Biên provincial National Assembly Deputy Delegation suggested making a substantive evaluation of this model’s operational efficiency to serve as a base for deciding whether to continue maintaining, perfecting, or adjusting organization, guaranteeing coordination efficiency in legal dissemination and education work.
The Head of the Điện Biên provincial National Assembly Deputy Delegation also suggested researching and innovating operations among legal orators to satisfy digital transformation demands. Accordingly, this force should not merely execute traditional dissemination forms, but needs to become digital content creators, efficiently exploiting videos, clips, and media products across digital platforms to convey policies and laws vividly and accessibly, contributing to elevating legal dissemination and education efficiency.
Participating in the discussion, National Assembly Deputy Lỳ Mì Lé urged the Drafting Board to supplement regulations regarding family responsibilities in legal dissemination and education work, inheriting regulations from the existing Law.
According to the deputy, the family serves as the primary environment shaping awareness, personality, and law-abiding habits for each individual, meaning the absence of family responsibility regulations falls short of fully institutionalizing Party guidelines on building a culture of rule of law. The deputy suggested clearly defining family responsibilities in educating and reminding members to obey laws, while coordinating with schools, local authorities, and related organizations in managing and educating individuals at risk of violations, contributing to building a law-abiding culture.
The deputy also requested supplementing “cadres” and “workers” into regulations regarding legal knowledge training under Clause 4, Article 3. According to the deputy, amid a legal system frequently undergoing amendments and supplements, updating legal knowledge represents a regular demand for all entities executing public duties and professional activities, particularly cadres holding leadership and management positions.
Practical reality demonstrates that cases of cadres violating laws and facing disciplinary or penal processing still exist, showing that training and updating legal knowledge are extremely necessary to elevate public duty execution capacity, prevent violations, and promote exemplary roles. For workers, supplementation into the group receiving legal knowledge training will guarantee draft Law consistency, fully encompassing entities participating in professional activities while contributing to building a law-abiding culture across entire society.
