Điện Biên’s education sector boosts administrative procedure reform

ĐBP - Administrative procedure reform has become a pivotal mission for the Điện Biên provincial Department of Education and Training, serving as a catalyst for enhanced state management while offering streamlined convenience for schools and citizens alike.

In recent years, the sector has witnessed a significant transformation characterized by the regular review and transparent disclosure of procedures at “One-Stop” reception units, departmental portals, and the National Public Service Portal.

According to Trần Đăng Ninh, Deputy Director of the Department, leadership has focused on synchronized solutions and the total digitization of workflows. A standout initiative involves the establishment of standardized internal procedures, which were developed through transparent, multi-step consultations with teachers, students, and parents to ensure that local management remains both modern and simplified.

This rigorous approach, bolstered by cooperation with municipal and commune-level administrative service centers, has yielded exceptional results in the first quarter of 2026. Throughout January and February, the Department earned an “Excellent” rating for its public service quality on the National Public Service Portal. By March 5, 2026, the Department secured the second rank among 14 provincial departments and agencies, maintaining a flawless 100% rate for processing applications either on time or ahead of schedule.

For a highland province defined by vast distances and challenging terrain, this digital push is more than just a convenience, it is a logistical necessity that significantly cuts down on travel costs and time. Lê Thị Hường, a specialist in the Quality Management Division, noted that the digital “One-Stop” model has addressed historical frustrations where remote residents often had to make multiple trips to rectify incomplete paperwork. Today, essential services like school transfers, diploma certifications, and the issuance of diploma copies from original records are handled almost entirely online.

The impact of this reform is being felt directly by the youth of the province. Khoàng Thị Viên, a student from the remote Mường Nhé commune, recently shared that her school transfer was completed in just a single day via the Public Service Portal, a process she initially feared would be a lengthy ordeal. Beyond individual transactions, the entire educational ecosystem is evolving, with 100% of local institutions now utilizing specialized school management software and electronic records.

Notably, the universal implementation of digital report cards across general education schools has minimized the administrative burden on the ground, allowing for a more efficient, digital-first environment. Ultimately, the integration of digitized files and online processing is successfully constructing a transparent, modern, and highly effective administrative framework for Điện Biên.
