Recently, the Announcement and Opening Ceremony of Phiêng Lơi Community Tourism Point marked an important turning point, opening a new direction for the community tourism industry in Điện Biên Phủ ward. With the theme “Tourism development associated with promoting national cultural identity,” Phiêng Lơi has become a unique experience space, where visitors can explore and connect with the culture, cuisine, and life of the Thai people (Black Thai branch). Along with that, the ward introduced the smart tourism software “Điện Biên Phủ Tour,” a widely applied digital transformation product, helping visitors easily search for information, book services, and locate destinations via smartphones.

Immediately after the initial success of community tourism in Phiêng Lơi village, Điện Biên Phủ ward urgently perfected tourism infrastructure in Kê Nênh village, while preparing to put into operation the Culinary Area - Điện Biên Phủ Night Economy Walking Street. These are new highlights, marking an important step in forming a unique cultural - ecological - historical tourism axis, connecting the characteristic values of the central urban area of Điện Biên province.

Not only tourism, but commerce and services are also identified by the ward as important development pillars. The goal is that by 2030, Điện Biên Phủ ward strives to become a green, civilized, and modern urban area. This is not just a slogan but a feasible goal, built on a clear foundation.

Nguyễn Quang Hưng, Member of the Standing Board of the provincial Party Committee, Secretary of the Party Committee of Điện Biên Phủ ward, said: “The ward is focusing on reviewing and promoting planning work. Good planning will create vision and attract investment. This is a key task.” Along with that, the ward will maximize resources from land, commerce - services, while encouraging strong investment in urban infrastructure and high-end tourism services. In particular, the ward applies artificial intelligence (AI) in administrative management, building a smart city, and providing public services, to create a flexible, transparent operating apparatus that serves the people better. The ward will also focus on removing difficulties, creating an open and receptive investment environment to attract potential investors. Striving that by 2030, per capita income reaches VND 180 million/year; forming at least 5 new urban areas and 2 - 3 Golf course complexes.

The Resolution of the 15th Điện Biên provincial Party Congress, term 2025 - 2030, set out 22 main targets, 10 key tasks, and 3 strategic breakthrough stages, with the goal that by 2030 the province will develop towards a green, smart, and sustainable economy, while becoming the tourism center of the Northern Midlands and Mountains region. The spirit of “Điện Biên Phủ - peacetime command” is identified as the driving force for action throughout the term. The provincial Party Executive Committee requires attaching the responsibility of the collective and each individual committee member to specific goals, targets, and tasks, ensuring: Clear person, clear work, clear responsibility, clear time, and clear result.

In Mường Phăng commune, the implementation of the Resolution of the provincial Party Congress is identified as being associated with two pillars: Socio-economic development and building a strong political system. The commune Party Committee has set out 5 strategic breakthrough stages, aiming to make Mường Phăng an eco-cultural-historical tourism center, a high-tech agricultural area, and meet new rural standards.

Hoàng Văn Quyền, Secretary of the Party Committee of Mường Phăng commune, said: “The commune is promoting tourism and service development based on landscape potential, traditional culture, and historical values. At the same time, the commune focuses on restructuring the Agriculture sector towards a green economy, exploiting land and water surface advantages to develop renewable energy such as wind power and solar power, which are fields opening up many opportunities to attract investment.” With synchronous investment, the appearance of the new rural area in Mường Phăng is changing positively: The traffic system is improved, the tourism landscape is embellished; many clean agricultural models are replicated, and the quality of people’s lives is increasingly improved.
