Attending the ceremony were Trần Tiến Dũng, Member of the Party Central Committee, Secretary of the provincial Party Committee, and Head of the provincial National Assembly Deputy Delegation, alongside leaders of the provincial People’s Committee, the Vietnam Fatherland Front Committee, and various local boards, departments, and sectors.

The Domestic Security Division was established on January 10, 1953, alongside the birth of the Lai Châu provincial Police Department (now the Điện Biên provincial Police). Throughout over 73 years of construction, combat, and growth, generations of cadres and soldiers of the Domestic Security Division have always remained absolutely loyal to the Party, the Fatherland, and the People. They have stood united, courageous, and sharp, resolutely fighting to defeat all plots and activities that exploit ethnic, religious, and other social issues to violate national security, thereby contributing to maintaining political stability and ensuring social order and safety in the province.

Especially during the 2015-2025 period, the Domestic Security Division directly advised on and successfully resolved four major specialized cases, deployed 198 professional plans, issued 885 directive dispatches, and effectively settled numerous complex matters regarding ethnic affairs, religion, counter-reactionary efforts, counter-terrorism, and other social issues. These efforts have actively contributed to preserving political stability, safeguarding national security, creating a favorable environment for socio-economic development, and consolidating the people’s security posture in Điện Biên province.

The Domestic Security Division consistently plays a core role in advising on and organizing the implementation of ethnic security assurance across the province. It proactively masters situations early on and from afar, preventing the formation of “hotspots” and stopping reactionary individuals and organizations from exploiting ethnic issues to destabilize security and order.

The department has actively advised party committees and authorities at all levels to execute effective state management over religion, promptly detecting, preventing, and fighting activities that exploit religion to violate national security. It also proactively advises the Party Committee, the Directorate of the provincial Police, and local party committees and authorities to synchronously deploy solutions to secure social issues. This allows for the timely detection and early resolution of potential threats to security and order right from the grassroots level, ensuring no “hotspots” arise and maintaining a stable environment to serve the province’s socio-economic development.

Along with this, the department has proactively grasped situations and advised on deploying synchronous preventive and combat measures to defeat all sabotage plots and activities of hostile, reactionary, and terrorist forces, ensuring they are never passive or caught by surprise in any situation.

Authorized by the State President, provincial Party Committee Secretary Trần Tiến Dũng handed over the title of Hero of the People’s Armed Forces to the Domestic Security Division. This represents a noble reward from the Party and the State to honor collectives and individuals with exceptionally outstanding achievements in the struggle to protect national independence, sovereignty, and security, as well as the peaceful and happy life of the people.

Speaking at the ceremony, Major General Vũ Văn Đấu, Member of the Standing Board of the provincial Party Committee and Director of the provincial Police, praised and congratulated the accomplishments achieved by the Domestic Security Division. Emphasizing tasks for the coming period, the Provincial Police Director requested the leadership collective, cadres, and soldiers of the Domestic Security Division to continue promoting the tradition of a Heroic unit. He urged them to maintain internal solidarity and unity, remain absolutely loyal to the Party, State, and People, and build a contingent of cadres with firm political mettle, professional expertise, legal proficiency, and a close, respectful, and dedicated relationship with the people.

Major General Vũ Văn Đấu directed: “The department must proactively master situations early on and from afar, assigning ‘clear people, clear tasks, clear responsibilities, and clear results’ alongside implementing the ‘Three-Bests’ emulation movement (‘Most Disciplined, Most Loyal, Closest to the People’) for each cadre and soldier in the unit. It is essential to upgrade the quality of research and strategic forecasting, advise on effectively handling domestic security-related issues, and step up the application of science, technology, and digital transformation in all aspects of work, while coordinating closely with all levels and sectors to promote the power of the entire political system in the cause of national security protection.”
