Entering a new period of development, the provincial Party Committee continues to affirm its role as the leadership core, focusing on building a clean and strong Party in terms of politics, ideology, morality, and organization. It is innovating its leadership methods and enhancing its capacity and combat strength, creating a solid foundation for Điện Biên’s comprehensive development.

After Lai Châu province was established in 1909, the ethnic peoples of the province always proactively overcame difficulties, surmounted challenges, and promoted a spirit of patriotism, unity, and diligence in labor, as well as courage in combat, contributing greatly to the cause of national construction and defense. On October 10, 1949, the Lai Châu provincial Party Affairs Committee, the predecessor organization of today’s Party Executive Committees of both Điện Biên and Lai Châu provinces, was established. From that point on, under the wise leadership of the Party Affairs Committee, the ethnic peoples of Lai Châu province united as one, contributing their manpower and resources to achieve the Điện Biên Phủ victory that “resounded across five continents and shook the globe.”

After 1954, overcoming countless difficulties and trials, the Party Affairs Committee continued to promote its role as the leadership core, focusing on leading the recovery from the war’s consequences, restoring production, and stabilizing the people’s lives. In the following periods, the provincial Party Committee always affirmed its firm political courage and its role as the leadership core. With policies and resolutions that were appropriate to the reality, the Party Committee led the ethnic peoples to promote a spirit of unity and self-reliance, achieving many significant accomplishments.

From the arduous years of resistance to the Renewal period of today, every step of the province’s development bears the imprint of the wise, steadfast, and creative leadership of the provincial Party Committee. Thanks to this, the economy has grown stably, infrastructure has been continuously improved, and the face of Điện Biên has brightened day by day. The economy continues to grow well compared to the regional average, with an average growth of 8.76% per year. The economic structure has shifted positively; in 2025, the gross regional domestic product (GRDP) is estimated to reach VND 17,235 billion (at constant prices). The GRDP per capita is estimated at VND 54 million (an increase of 62.79% compared to 2020), and budget revenue in the area has reached over VND 2,000 billion.

The work of building and rectifying the Party and the political system has been comprehensively, synchronously, and decisively promoted in terms of politics, ideology, morality, organization, and personnel. The province has focused on directing the successful implementation of resolutions from the Government and the provincial Party Committee. It has effectively carried out the task of restructuring the organization and apparatus, building a strong contingent of cadres and grassroots party organizations, and has developed many new, effective models and practices in Party building. From the beginning of the term to now, the entire province has admitted 11,425 new party members, averaging nearly 2,500 new members per year, which is over 5% of the total number of party members in the province (exceeding the target of Resolution 21-NQ/TW), bringing the current total number of party members to 49,870. By the end of 2024, 100% of villages that were “blank” (had no) party cells were successfully eliminated.

Inheriting its glorious revolutionary tradition and promoting the spirit of unity and resilient will of previous generations, the Điện Biên provincial Party Committee is entering a new stage of development by continuing to uphold a spirit of innovation and creativity in the work of building the Party and the political system. It will continue to enhance the leadership capacity and combat strength of the Party Committee, promote the great national unity strength, effectively exploit potential and advantages, boost socio-economic development, and improve the material and spiritual lives of the people.

In this endeavor, the province is focusing on perfecting the political apparatus according to the streamlined two-level local government model, which operates with high performance, effectiveness, and efficiency, with the goal of best serving the people, businesses, and society. It is building a contingent of officials and party members at all levels who possess both virtue and talent, who constantly renew themselves, and who meet the requirements of their tasks. It is resolute and persistent in preventing, pushing back, and strictly handling officials and party members who show degradation in political ideology, morality, and lifestyle, or signs of “self-evolution” and “self-transformation.” It is also overcoming passivity, dependency, and fear of responsibility in the performance of duties.

In particular, the province is determined to effectively implement three breakthroughs to create momentum for Điện Biên’s rapid and sustainable development. These include: perfecting mechanisms and policies and improving provincial competitiveness; completing the socio-economic infrastructure system; and vigorously developing tourism to become a key economic sector with multiple forms. At the same time, it is focusing on improving the quality of human resources in conjunction with building and developing a comprehensive Điện Biên culture and people that meet the requirements of sustainable development. It is synchronously implementing policies to attract, train, nurture, and use high-quality human resources, prioritizing fields such as information technology, electronics-telecommunications, agriculture-forestry, biochemistry, and medicine-pharmacy.

The province is innovating its growth model and restructuring the economy towards a green, smart, circular, and sustainable development. It is promoting the application of science and technology, innovation, and digital transformation in production and business, and improving productivity, quality, efficiency, and competitiveness. It is also strengthening national defense and security potential, building a revolutionary, regular, elite, and modern army and public security force that is capable of integration. It is firmly maintaining national sovereignty and territory, and ensuring political security, border security, and social order and safety.

The great achievements in the cause of construction and development will be a solid premise and foundation for the Party Committee, government, and ethnic peoples of Điện Biên province to build and develop towards a green, smart, and sustainable economy, aiming for the goal of becoming a fairly developed province in the region by 2030.
