The conference was held in person at the provincial bridge point and connected online to 45 bridge points across commune and ward Party Committees within the province.
Trần Tiến Dũng, Member of the Party Central Committee, Secretary of the provincial Party Committee, and Head of the provincial National Assembly Deputy Delegation, alongside members of the Standing Board of the provincial Party Committee, co-chaired the conference.
At the conference, Phạm Đức Toàn, Member of the Standing Board of the provincial Party Committee and Head of the Organization Commission of the provincial Party Committee, presented a report on the status of planned cadres managed by the Standing Board of the provincial Party Committee. Accordingly, the Standing Board of the provincial Party Committee reviewed and approved the planning of leadership and managerial positions under its management for the 2025-2030 and 2026-2031 tenures covering 814 cadre turns. Cadre planning has entered regular order, closely linked with other stages of personnel work, between provincial and local levels, and between local and grassroots levels.
Comrades included in the planning for positions managed by the Standing Board of the provincial Party Committee are exemplary individuals in pioneering spirit, possessing firm political qualities, sound foundational training, and leadership and managerial capacity. Proportions of young, female, and ethnic minority cadres have received focused attention, fundamentally satisfying leadership requirements for political tasks and personnel consolidation across agencies and units.
Delivering speeches at the conference, delegates focused on practical realities, limitations, and bottlenecks in cadre planning, while proposing solutions to elevate the quality of planning, training, fostering, evaluation, arrangement, utilization, and practical tempering of cadres. Opinions also highlighted the imperative of building a cadre contingent capable of meeting task requirements in key localities and sectors, closely aligning personnel work with the province’s development demands.
Concluding the conference, provincial Party Secretary Trần Tiến Dũng emphasized that in the new development era, demands placed on the cadre contingent are increasingly elevated. Reorganizing the apparatus and improving the operational efficiency and effectiveness of the political system require cadres with genuine moral qualities, competence, prestige, innovative mindsets, execution capabilities, and problem-solving skills for practical issues.
In that spirit, the provincial Party Secretary requested party committees, party organizations, leadership collectives, and unit heads to fully perceive the critical importance of cadre affairs and planning. Planning must remain dynamic and open, subjected to regular reviews with entries, exits, additions, and adjustments, taking political qualities, competence, prestige, and task performance results as essential criteria for reviewing, evaluating, planning, and utilizing cadres.
Concurrently, strong renewal in cadre building must continue. Cadres selected for planning must be truly exemplary in political caliber, ethics, and lifestyle; possess fortitude, competence, innovative thinking, development aspirations, and execution determination; maintain high responsibility and collective prestige; and dare to think, dare to act, dare to take responsibility, dare to innovate, and dare to make breakthroughs for the common good.
Provincial Party Secretary Trần Tiến Dũng also directed tightening inspection, supervision, power control, and administrative discipline in cadre work. Regular monitoring, reviewing, and evaluating of cadres - especially those under planning - must be maintained to promptly discover outstanding individuals with integrity, competence, prestige, track records, and concrete output deliverables for further training, nurturing, and appointment.
For cadres planned for positions managed by the Standing Board of the Provincial Party Committee, the provincial Party Secretary requested them to clearly recognize their responsibilities; proactively formulate plans for self-study, self-training, and self-improvement; regularly cultivate political integrity and moral standards; and enhance professional expertise, political theory, leadership and management capacity, execution skills, and adaptability to new requirements.
