Comrade Lê Thành Đô, Deputy Secretary of the Điện Biên provincial Party Committee and Chairman of the provincial People’s Committee, received and worked with the delegation.

In his remarks, Chairman Lê Thành Đô warmly welcomed the Oudomxay delegation and emphasized that the visit was a meaningful activity contributing to strengthening the friendship and cooperation between the two provinces, thereby fostering the traditional relations between the two Parties and the two countries.

Chairman Lê Thành Đô provided an overview of Điện Biên’s natural conditions, socio-economic development, and efforts to ensure national defense and security, as well as the province’s progress in reorganizing commune-level administrative units. During the first nine months of the year, the province’s gross regional domestic product (GRDP) was estimated at over VND 12.2 trillion, an increase of 6.7% compared to the same period last year.

Meanwhile, infrastructure development has continued to improve, with many projects completed and operating effectively. Điện Biên has also achieved positive initial results in agricultural restructuring, particularly in developing macadamia, coffee, and cinnamon through linkage models between enterprises and farmers. The province continues to create favorable conditions for major domestic and foreign corporations and investors to conduct research, surveys, and propose investment projects.

He expressed his hope that in the coming time, the two provinces would continue to implement the Memorandum of Understanding signed between their Party and government delegations, further strengthening friendship and expanding cooperation across various fields. Chairman Lê Thành Đô encouraged both sides to promote and facilitate collaboration among organizations, enterprises, and individuals in investment, economic development, and tourism promotion and exploration.

The Oudomxay delegation expressed interest in learning about the leadership and working plans of the Standing Committee of the Điện Biên provincial Party Committee to ensure comprehensive leadership over the province’s affairs. The delegation also inquired about the coordination mechanisms between the Party’s leadership and the administration’s operations, particularly how directions, inspections, and reporting are conducted, as well as how the provincial chairman seeks guidance from the provincial Party secretary on key issues.

They also sought to learn from Điện Biên’s experience in decentralization and delegation of authority between the Party secretary and the chairman, ensuring efficient, transparent, and responsive governance across all levels. Additionally, the delegation wished to study Điện Biên’s experience in establishing and managing public administrative service centers at the commune level.
