After about 5 months of construction, the total construction volume of the project is estimated to reach about 80% of the contract value. To date, the capital plan assigned to the project reached VND 208.5/228 billion; the disbursement rate is VND 160.5/208.5 billion, reaching 76.7%.

At the working session, the project investor reported difficulties and obstacles during implementation. Accordingly, the project implementation time is urgent while the construction volume is large, along with unfavorable weather conditions, which have affected implementation progress. Therefore, completing 100% of the workload by January 15, 2026, according to the plan is very difficult. At the same time, the investor requested the provincial People’s Committee to give guidelines on supplementing an additional VND 50 billion for the project and research the timeline for organizing the project inauguration, ensuring it suits reality.

Leaders of departments and branches suggested the investor, along with construction, consulting, and supervision units, focus on increasing human resources, vehicles, machinery, and equipment to accelerate project implementation progress. At the same time, tightening construction supervision, ensuring labor safety throughout the implementation process.

Chairman of the provincial People’s Committee Lê Văn Lương acknowledged and highly appreciated the sense of responsibility and efforts of the investor, construction unit, and relevant agencies during the project implementation. To ensure project progress, the Chairman of the provincial People’s Committee requested: The investor organize an overall review of the project design to timely adjust it to suit reality, paying special attention to the design of accommodation rooms and dining rooms serving students. At the same time, continuing to increase officers supervising project construction. Requesting the Department of Education and Training to soon advise on organizing a meeting between the Chairman of the provincial People’s Committee with the participation of the Departments of Construction, Finance, and Education and Training; the investor, and the design consulting unit, to unify key contents such as: Design plan; reviewing and fully synthesizing missing items, thereby quantifying the total investment of the project.

Based on the meeting results, researching solutions to mobilize resources to supplement funding and assign specific tasks to relevant units to organize implementation. Requesting the construction unit to continue adjusting construction plans to be more suitable and scientific to accelerate project implementation progress. Regarding the time of project inauguration, the provincial People’s Committee will report to the Standing Board of the provincial Party Committee to unify the timeline for organization, expected to be implemented after the Lunar New Year 2026.

Inspecting the field of the Envision Nậm Pồ Wind Power Plant Project and Nậm Pồ 1 Solar Power Plant Project, Chairman of the provincial People’s Committee Lê Văn Lương heard the investor report on the deployment situation and implementation progress of the projects up to the present time.

Accordingly, the Envision Nậm Pồ Wind Power Plant Project has a total design capacity of 125MW, with a total investment of about VND 4,375 billion; the Nậm Pồ 1 Solar Power Plant Project has a design capacity of about 150MW. Both projects are deployed in the area of two communes Chà Tở and Si Pa Phìn, expected to commence construction in the second quarter of 2026.

Highly appreciating the efforts and proactiveness of the investor along with departments, branches, and localities during the implementation process, Chairman of the provincial People’s Committee Lê Văn Lương requested that in the coming time, relevant agencies and units continue to coordinate closely, urgently complete necessary documents and procedures, ensuring projects are deployed according to progress and set plans.
