Following the directive of the provincial Party Committee, the Subcommittee on Publicity and Ceremony issued plan No. 01-KH/TBTTKT on publicity and ceremonial activities for the 15th provincial Party Congress, 2025-2030 term, and assigned tasks to its members.

The Propaganda and Mass Mobilization Commission of the provincial Party Committee (the standing body of the Subcommittee) has issued documents to implement publicity work for Party congresses at all levels, the 15th provincial Congress, and towards the 14th National Party Congress. It has organized monthly press briefings to guide local and central media agencies based in the province to step up coverage of grassroots Party congresses, the restructuring of administrative units, and the building of a two-tier local government model. The commission has also integrated congress-related publicity into external information bulletins (506 copies/month) and Party cell newsletters (3,445 copies/month), distributed across the province to reach Party members and the public.

A dedicated Facebook fanpage of the Propaganda and Mass Mobilization Commission has been launched to post news and articles on Party congresses at all levels, the streamlining of the political system, and administrative restructuring, thereby enhancing the effectiveness of publicity, and spreading official information to Party members and the public.

At the same time, publicity work is being actively promoted by local authorities and units through diverse forms and activities, creating a broad-based political campaign and lively atmosphere across sectors and communities. Major roads in urban centers and residential areas are lined with Party and national flags, red banners, posters, and billboards celebrating the 15th provincial Party Congress, 2025-2030 term.

Vũ Ngọc Ước, a resident of Việt Thanh village, Thanh Nưa commune (Điện Biên province), shared: “Walking along the main roads these days, with all the flags, banners, and slogans, I can really feel the new spirit. I’m excited and confident that the Congress will adopt important policies for the province’s development.”

The Department of Culture, Sports, and Tourism has publicized the Party congresses on its official website and linked to articles from the provincial Party Committee’s portal. Its affiliated units have also boosted publicity through cultural, artistic, and sports events marking provincial and national political occasions, while setting up dedicated sections, banners, and designs. The department has additionally organized training sessions on advertising and publicity in 2025 with the participation of 15 agencies, units, and businesses. Publicity has also been integrated into 644 mobile film screenings and 25 screenings serving political tasks.

In August 2025 alone, the department held 12 visual propaganda drives along main roads, 72 film screenings in mountainous areas, and 5 screenings serving political missions, further contributing to the vibrant atmosphere leading up to the congress.

As the central ward of the province, the Standing Committee of Điện Biên Phủ ward Party Committee has issued directives to Party organizations under its jurisdiction and the ward People’s Committee to focus on urban beautification in celebration of the 15th  provincial Party Congress and towards the 14th national Congress. Publicity has been rolled out through the ward’s online portal, social media platforms (Facebook, YouTube, Zalo, VCNET…), local conferences, and visual propaganda such as billboards, banners, posters, and electronic boards at public places and offices. In August alone, the ward published 32 articles with 96 broadcasts on its Facebook fanpage, helping spread information widely about this major political event.

With the joint efforts of all levels and sectors, publicity and ceremonial activities for the 15th provincial Party Congress are being carried out in a lively and methodical manner, creating excitement among Party members and the public. These activities not only celebrate an important political milestone of the province but also strengthen trust, foster unity, and inspire determination to successfully achieve the Congress’s goals and tasks.
