Điện Biên exchanges potential for cooperation with Caen city (France)

ĐBP - On June 25, the Điện Biên provincial People’s Committee held an online meeting to discuss potential for cooperation across various fields with the government of Caen city, Calvados prefecture, France. Vice Chairman of the provincial People’s Committee Vừ A Bằng chaired the meeting from Điện Biên, while Cécile Cottenceau, Deputy Mayor of Caen, chaired the meeting from the French city.

During the meeting, Vice Chairman Vừ A Bằng informed the leaders of Caen about the strengths of Điện Biên that could serve as areas for the bilateral cooperation, including: a large area of agricultural land, a tropical monsoon climate that is favorable for developing large-scale specialized agricultural-forestry production regions linked to industrial crop development.

Currently, the province has planted over 12,000 hectares of macadamia; some agricultural products with established brands such as: Mường Ảng coffee, Tuyết Shan Tủa Chùa tea, Séng cù rice, etc. Điện Biên has significant potential to develop tourism with various types such as historical, cultural, ecological, and landscape tourism. The province has a rich natural ecosystem, such as the Mường Nhé Nature Reserve, Mường Phăng Forest, and a national heritage cave system. In terms of energy industrial development, Điện Biên has potential for small hydropower production, wind power, solar energy, and biomass power.

Regarding foreign relations, Điện Biên has established friendly and cooperative relationships with six provinces in northern Laos, northeastern Thailand, Batna province (Algeria), Yunnan province (China), and St. Petersburg (Russia).

In recent years, in the fields of culture and tourism, Điện Biên has cooperated with the French Embassy in Vietnam to effectively carry out the restoration and preservation of the French Soldier Memorial in Điện Biên, as well as the excavation and repatriation of the remains of French soldiers. Notably, on May 28, 2025, at the French Embassy in Vietnam, the Điện Biên Phủ Victory Museum signed a cooperation agreement with the Caen War Memories Museum (France). This is an important milestone, affirming a new step in international cooperation on preserving and promoting the value of historical heritage.

During the meeting, Điện Biên proposed several cooperation activities with Caen city when the two localities establish a friendly and cooperative relationship, such as: supporting each other in gathering and sharing documents, artifacts, and images related to the Điện Biên Phủ Battle of 1953-1954 and the culture and society of Điện Biên before 1954; providing information about the names, insignia, symbols, and participating units of the French army in Điện Biên Phủ during 1953-1954; supporting the collection of information, drawings, and architecture of French-built structures (posts, forts, buildings) in the province. Additionally, it was suggested that technical assistance in organic farming, ecological agriculture to adapt to climate change, and the fields of education, healthcare, finance, and science and technology, where Caen excels, would also be beneficial.

Cécile Cottenceau, Deputy Mayor of Caen, highly appreciated the potential cooperation proposed by Điện Biên. The discussions held today will be reported to the Mayor of Caen for consideration and future implementation. Cottenceau mentioned that in the immediate term, both sides could cooperate in higher education through online discussion sessions. Furthermore, in the near future, both sides need to have a roadmap for cooperation in specific areas. She also expressed a desire for both sides to have an in-person meeting to exchange views in the near future.

On this occasion, Vice Chairman Vừ A Bằng cordially invited Cottenceau and the leadership of Caen city to attend the Festival of Western North Vietnam - Điện Biên 2025, to be held in Điện Biên from August 29 to 31, 2025.
