Attending the conference were provincial Party Secretary Trần Tiến Dũng, comrades from the Standing Board of the provincial Party Committee, the Standing Board of the People’s Council, and leaders of the provincial People’s Committee.

According to Decision No.18-QĐ/TU, dated November 4, 2025, of the provincial Party Committee’s Standing Board, comrade Phạm Đức Toàn, Member of the Standing Board of the provincial Party Committee, ceased to participate in the Executive Board and the Standing Board of the provincial People’s Committee Party Committee, and ceased to hold the position of Permanent Deputy Secretary of the provincial People’s Committee Party Committee for the 2025 - 2030 term. He was transferred and assigned to the position of Head of the Điện Biên provincial Party Committee’s Organization Commission.

Decision No.268-QĐ/TU dated November 10, 2025, of the provincial Party Committee’s Standing Board transfered and appointed comrade Lê Khánh Hòa, Member of the provincial Party Committee and Chief of the provincial Party Committee Office, to join the Executive Board and the Standing Board of the provincial People’s Committee, and hold the position of Full-time Deputy Secretary of the provincial People’s Committee Party Committee for the 2025 - 2030 term.

Decision No.269-QĐ/TU dated November 10, 2025, of the provincial Party Committee’s Standing Board assigned comrade Nguyễn Trường Giang, Member of the provincial Party Committee, Deputy Chief of the provincial Party Committee Office, and Secretary to the provincial Party Secretary, to perform the duties of acting Chief of the provincial Party Committee Office until the position of Chief of the provincial Party Committee Office is appointed.

Decision No.266-QĐ/TU dated November 10, 2025, of the provincial Party Committee’s Standing Board, transfered and appointed comrade Phạm Trọng Tài, Deputy Director of the Department of Construction, to hold the position of Deputy Chief of the provincial Party Committee Office.

Speaking to congratulate and assign tasks, provincial Party Secretary Trần Tiến Dũng emphasized that the comrades transferred and assigned tasks this time all have extensive work experience, affirmed through many positions, and are trusted by officials and party members. The provincial Party Secretary requested that the comrades be proactive, promote their experience, continue to cultivate knowledge, and meet the demands of their jobs immediately in the coming time, without delay.

For comrade Phạm Đức Toàn, provincial Party Secretary Trần Tiến Dũng requested that he immediately focus on the personnel apparatus, especially the two-level government apparatus, to advise the Standing Board of the provincial Party Committee on timely leadership and direction for the apparatus to operate with high performance, effectiveness, and efficiency, serving the goal of developing Điện Biên province to be green, smart, and sustainable by 2030. He also needs to pay attention to training young officials, ethnic minority officials, and female officials.

For comrade Lê Khánh Hòa, in his new position, he needs to strive for unity within the provincial People’s Committee Party Committee; direct the effective implementation of working regulations and coordination regulations; and strengthen the inspection and supervision of subordinate party committees and cells, especially on hot, complex issues. For comrade Nguyễn Trường Giang, he needs to quickly get up to speed with the work, proactively advise the provincial Party Standing Committee and the Standing Board of the provincial Party Committee to coordinate work smoothly; improve his advisory expertise; maintain a united relationship with the offices of the People’s Council - provincial People’s Committee, regularly connect, exchange information, and provide timely advice on tasks; and strengthen the relationship with communes and wards. For comrade Phạm Trọng Tài, he needs to quickly approach his work, strive to learn, cultivate knowledge, be active in advisory work, and perform his professional duties well.

Representing the comrades who were transferred, appointed, and assigned new tasks, comrade Phạm Đức Toàn thanked the Standing Board of the provincial Party Committee for entrusting them with new tasks. He affirmed this is a great honor and promised to strive, unite, be proactive, creative, and endeavor to complete the assigned tasks well.
