Điện Biên and Yunnan (China) to further foster cooperation relations

ĐBP - Within the framework of the 5th Annual Conference between provincial Party Secretaries and the 11th Session of the Joint Working Group of Lai Châu, Lào Cai, Tuyên Quang, Điện Biên provinces and Yunnan province (China), this afternoon (October 29) in Lai Châu province, comrade Trần Tiến Dũng, Secretary of the Điện Biên provincial Party Committee, held a bilateral meeting with comrade Wang Ning, Member of the Central Committee of the Communist Party of China, Secretary of the provincial Party Committee and Chairman of the Standing Board of the People’s Congress of Yunnan province.

Attending the meeting were comrade Nguyễn Minh Vũ, Permanent Deputy Minister of Foreign Affairs of Vietnam; and leadership from the Chinese Embassy in Vietnam. On the Điện Biên province side were comrades: Lò Văn Cương, Member of the Standing Board of the provincial Party Committee, Vice Chairman of the provincial People’s Committee, and Head of the Điện Biên province Joint Working Group; along with leaders of several departments, sectors, and Sín Thầu commune.

At the meeting, provincial Party Secretary Trần Tiến Dũng shared information: Điện Biên successfully organized its 15th provincial Party Congress for the 2025 - 2030 term, with the goal of developing the province towards a green, smart, and sustainable economy, striving to rise to the ‘fairly developed’ group in the region. The 15th Party Congress of Điện Biên province identified three strategic breakthroughs: Perfecting mechanisms and policies, enhancing competitiveness, attracting investment, and mobilizing development resources; developing socio-economic infrastructure with a focus on transport (prioritizing the upgrade of the route connecting to the A Pa Chải - Long Phú border gate); and vigorously developing tourism to become a key economic sector for the province.

Provincial Party Secretary Trần Tiến Dũng also outlined the outstanding potential and advantages of Điện Biên province, especially in agricultural, tourism, and energy industry development.

To further strengthen the friendly and cooperative relationship between Điện Biên and Yunnan provinces, provincial Party Secretary Trần Tiến Dũng proposed: That Yunnan province support short-term Chinese language training for about 20 young officials from Điện Biên who are working in border communes and provincial agencies (training to be held in Yunnan province); create conditions for Yunnan enterprises to form linkages for developing industrial crop raw material zones such as Shan tuyết tea, sugarcane, coffee, macadamia... and to participate in international trade fairs to promote the import and export of goods; and participate in investment for the deep processing of Điện Biên’s agricultural products.

In particular, provincial Party Secretary Trần Tiến Dũng proposed that the two sides continue to strengthen coordination, accelerate progress, and soon commence the construction of the A Pa Chải - Long Phú international border gate, creating a driving force to promote friendly cooperation and border gate economic development between the two provinces.

On this occasion, provincial Party Secretary Trần Tiến Dũng respectfully invited comrade Wang Ning and a delegation from Yunnan province to visit and work in Điện Biên province, to tighten the friendship and cooperation between the two localities.

Secretary of the Yunnan provincial Party Committee Wang Ning congratulated Điện Biên province on its positive socio-economic development results and congratulated comrade Trần Tiến Dũng on his election to the position of Secretary of the Điện Biên provincial Party Committee. Comrade Wang Ning also shared many outstanding achievements in Yunnan province’s socio-economic development in recent times, while affirming the continued expansion of exchanges, cooperation, and the promotion of foreign relations with Điện Biên province.

Comrade Wang Ning affirmed that Yunnan province fundamentally agrees with Điện Biên’s proposals, especially in the fields of education, border gate economic development, and cooperation between the two provinces’ businesses. The Secretary of the Yunnan provincial Party Committee proposed that the two sides strengthen coordination and soon start the construction of the Long Phú - A Pa Chải border gate, expand foreign relations activities and goods exchange, and promote cooperation in agricultural development, especially for products with potential such as rice and coffee; and enhance linkages in tourism development.

In the field of training and education, comrade Wang Ning stated that Yunnan province welcomes officials and students from Điện Biên province to study and research and is ready to provide support in training. At the same time, the two provinces need to continue promoting friendly relations between villages in the border region, contributing to building a border of peace, cooperation, and development.

The meeting between provincial Party Secretary Trần Tiến Dũng and comrade Wang Ning, Secretary of the Yunnan provincial Party Committee, contributed to further tightening the traditional friendly relationship between Điện Biên and Yunnan provinces. The meeting also opened up new, practical, and effective cooperation directions in many fields: border economy, trade, agriculture, education, cultural-people exchanges, and border management, creating momentum to promote sustainable development.
