Imbued with Uncle Hồ’s teaching - “Whatever is beneficial to the people, we must do our utmost to accomplish” - cadres and civil servants at the Public Administrative Service Center of Búng Lao commune have materialized it into practical deeds, taking public satisfaction as the yardstick to evaluate service quality.
Arriving at the center early in the morning to execute administrative procedures, Lò Văn Xôm from Vánh 1 village, Búng Lao commune, shared that he was initially bewildered by carrying out procedures in a digital environment, but with dedicated guidance from cadres, everything proceeded quickly. Online procedures prove convenient while helping citizens save travel time and costs.
Recently, Búng Lao commune has stepped up administrative reform linked with digital transformation in administrative procedure resolution. Receiving and processing workflows are step-by-step digitized, shortening resolution times while elevating management transparency and accuracy. From the beginning of the year to date, the commune has received and processed over 1,000 administrative procedure dossiers, including over 520 dossiers processed end-to-end and over 440 dossiers partially processed in digital environments.
Lường Văn Củng, a judicial-civil status civil servant at the Public Administrative Service Center of Búng Lao commune, noted that staff always try to create the most favorable conditions for residents coming to execute administrative procedures. Currently, 100% of procedures across birth registration, death registration, marriage registration, and authentication sectors are digitized and executed either fully or partially online, allowing citizens to submit applications online, exploit personal data, and receive results through public postal services.

Taking up duties in the area, Captain Tòng Văn Thính, Deputy Commander of the Military Command of Na Son commune, proactively stayed close to the grassroots-level, effectively advising party committees and local authorities on military and defense tasks while reviewing citizenship sources of military age, consolidating militia and self-defense forces, and elevating training quality.
Officers and soldiers of the Na Son commune Military Command also actively stay close to villages, supporting residents in production and daily life while disseminating Party guidelines and State policies. Cháng A Vàng from Na Son 2 village, Na Son commune, shared that comrades from the commune Military Command are very approachable, regularly visiting to disseminate and assist local residents, helping them better understand legal regulations and feel reassured in production labor and economic development.
Practical reality in Điện Biên province shows that studying and following Hồ Chí Minh’s ideology, morality, and style linked with constructing the two-tier local government model is creating clear shifts from awareness to action among grassroots-level leaders and cadres. The spirit of staying close to the people, respecting the people, and maintaining responsibility toward the people spreads through concrete deeds - ranging from administrative reform and digital transformation to accompanying residents in socio-economic development, sustainable poverty reduction, and building new rural areas.
Chairman of the Tìa Dình commune People’s Committee Bùi Xuân Thức affirmed that studying and following Uncle Hồ must be expressed through concrete actions with a spirit of “3 dares” - daring to speak, daring to do, and daring to take responsibility before the people. Recently, the commune People’s Committee coordinated with the Fatherland Front and political-social organizations to establish working teams that regularly visit the grassroots-level to directly engage in dialogue and listen to public thoughts and aspirations to promptly resolve difficulties. He emphasized that the guiding principle remains taking citizens as the service center, with public satisfaction serving as the yardstick for government operational efficiency.
