From public administrative centers to highland communes, the spirit of innovation is spreading strongly, creating clear changes in serving citizens and businesses.
At the Public Administrative Service Center of Điện Biên Phủ ward, the working atmosphere is always urgent and orderly. Transaction counters are arranged scientifically; administrative procedures are posted publicly and transparently. Citizens coming for transactions are enthusiastically guided by officials, with their dossiers received and processed quickly.
Holding the business license that just completed the adjustment procedure, Nguyễn Thị Thắm from Điện Biên Phủ ward excitedly shared: “In the past, doing administrative procedures took a lot of time and required multiple trips. Now, officials provide specific guidance, the process is clear, and processing is faster, so we are very satisfied.”
The satisfaction of the people is the clearest measure of the effectiveness of administrative reform. According to Vũ Thị Tuyết Lan, Director of the Public Administrative Service Center of Điện Biên Phủ ward, the unit has reviewed and standardized the entire process of resolving administrative procedures; and concurrently promoted the digitization of input dossiers to shorten processing time and reduce hassle for citizens. From its establishment until now (July 1, 2025), the Center has received 10,038 dossiers; resolved 9,932 dossiers, achieving the rate of on-time and early completion. These numbers show the initial effectiveness of innovating the process and enhancing the responsibility of the contingent of officials and civil servants in performing their public duties.
Not only in the central area, the spirit of innovation from Resolution 14 is spreading strongly to every highland commune and village. In Chiềng Sinh commune, the local Party committee and authorities quickly and thoroughly grasped the resolution for all officials and civil servants with the spirit of “clear person, clear task, clear responsibility”.
Đỗ Văn Sơn, Chairman of the Chiềng Sinh commune People’s Committee, stated: Implementing Resolution No.14 of the Executive Board of the provincial Party Committee, the commune identifies administrative reform as a central, cross-cutting task directly linked to improving the quality of serving the people and enhancing the local business investment environment. Accordingly, the commune focuses on reviewing and simplifying administrative procedures under its jurisdiction; implementing openness and transparency in processes, time, and dossier components at the Public Administrative Service Center.
At the same time, it promotes the application of information technology and increases the rate of using online public services, helping citizens and businesses save time and costs when carrying out administrative procedures. The contingent of officials and civil servants is thoroughly instructed to heighten their sense of responsibility and innovate their style and working methods according to the motto “close to the people, stick to the people, serve the people.” The reception and resolution of dossiers are carried out according to the correct process and on time; feedback and recommendations from citizens are absorbed and handled promptly.
Thanks to synchronous solutions, the administrative reform work of Chiềng Sinh commune has achieved many positive results. The rate of dossiers resolved on time and early reached over 99%; the rate of dossier digitization reached 100%; all administrative procedures under its jurisdiction are publicized in the electronic environment. Notably, in 2025, Chiềng Sinh commune ranked 5th out of 45 communes and wards in the index of serving citizens and businesses in resolving administrative procedures and providing public services. By the end of the first quarter of 2026, Chiềng Sinh commune rose to first place in the entire province. This result shows a clear change in the quality of administration, sense of responsibility, and effectiveness of serving the people by the grassroots government.
The new point of Resolution 14 lies not only in simplifying administrative procedures but also aiming to build a service-oriented administration, centering on citizens and businesses. This is considered a strong shift from a “management” to a “service” mindset, creating momentum to promote local socio-economic development.
Điện Biên province is strongly implementing the “green channel” mechanism in resolving administrative procedures for key non-budget projects. Accordingly, the provincial People’s Committee directed agencies, units, and localities to shorten procedure resolution time by a minimum of 60%; implement channeling and attach identification labels to dossiers; and strengthen coordination to promptly remove difficulties and obstacles for investors.
Up to now, the provincial People’s Committee has announced a list of 23 administrative procedures implemented under the “green channel” mechanism in the fields of finance, construction, industry and trade, agriculture, and environment; and issued 5 decisions approving internal processes with 23 administrative procedure resolution processes under this mechanism, creating a basis for units to implement them uniformly and synchronously.
Along with administrative reform, improving the business investment environment is also a major goal that Resolution 14 aims for. Điện Biên identifies this as a key factor to attract businesses, create jobs, and promote sustainable economic growth.
Lò Văn Cương, Permanent Vice Chairman of the provincial People’s Committee, stated that Điện Biên is focusing on improving infrastructure and removing difficulties for businesses; prioritizing investment attraction in potential fields such as renewable energy, tourism, and high-tech agriculture. Among these, solar power, wind power, and hydropower are important highlights creating developmental breakthroughs for the province in the coming time.
In the context where Điện Biên is making efforts to create new developmental steps, Resolution 14 is considered an important “lever” to improve administration quality, build a service-oriented government, and consolidate trust among the people. With high determination, methodical approaches, and consensus from the grassroots level, Resolution 14 is gradually coming to life, opening up expectations for a modern, transparent, and efficient administration; creating a foundation for the province to break through strongly in the new period.
