Attending the conference were Nguyễn Quang Dương, Member of the Party Central Committee, Deputy Head of the Central Organizing Commission, and a working delegation from the Central Organizing Commission.

From Điện Biên province, attendees included: Trần Tiến Dũng, Secretary of the provincial Party Committee; Lê Thành Đô, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; Mùa A Vảng, Alternate Member of the Party Central Committee, Deputy Secretary of the provincial Party Committee, and Chairman of the provincial Vietnam Fatherland Front Committee; Hà Quang Trung, Deputy Secretary of the provincial Party Committee; and Lò Văn Phương, Chairman of the provincial People’s Council; along with members of the provincial Party Standing Board, and leaders of the provincial People’s Council and People’s Committee.

From Lai Châu province, attendees included: Lê Minh Ngân, Secretary of the Lai Châu provincial Party Committee; Sùng A Hồ, Permanent Deputy Secretary of the provincial Party Committee and Chairman of the provincial Vietnam Fatherland Front Committee; along with members of the Standing Board of provincial Party Committee, the Standing Boards of the People’s Council and People’s Committee, and provincial departments and sectors.

According to Decision No.2523-QĐNS/TW, the Secretariat decided that Lê Văn Lương, Deputy Secretary of the provincial Party Committee and Chairman of the Lai Châu provincial People’s Committee, will cease participation in the Executive Board, Standing Board, and cease holding the position of Deputy Secretary of the Lai Châu provincial Party Committee for the 2025 - 2030 term; and is transferred and appointed to participate in the Executive Board, Standing Board, and hold the position of Deputy Secretary of the Điện Biên provincial Party Committee for the 2025 - 2030 term.

Speaking at the conference, Nguyễn Quang Dương, Deputy Head of the Central Organizing Commission, congratulated Lê Văn Lương on being entrusted with a new task by the Secretariat. He stated that, in implementing the Politburo’s policy of appointing non-local individuals to the position of provincial-level People’s Committee Chairman, Lê Văn Lương was transferred and appointed to be nominated for election to the post of Chairman of the Điện Biên provincial People’s Committee in the near future.

The Deputy Head of the Central Organizing Commission emphasized: Lê Văn Lương matured from the grassroots level and has held many positions, being recognized as an official with capacity and experience in Party building and state management. In every position, he has always been united, diligent, and responsible, successfully and excellently completing his assigned tasks, making important contributions to the overall achievements and results of the locality, agency, or unit.

The Deputy Head of the Central Organizing Commission expressed his confidence that Lê Văn Lương, with his experience, will fully promote his capacity, enthusiasm, and responsibility, continue to learn, and strive together with the collective of the Executive Board and Standing Board of the Điện Biên provincial Party Committee to excellently complete the assigned tasks. He requested that in the coming time, the Điện Biên provincial Party Committee and all levels and sectors of the province strengthen unity and make efforts to promote the province’s potential, advantages, and aspirations to build an increasingly developed Điện Biên.

In his acceptance speech, Lê Văn Lương, Deputy Secretary of the Điện Biên provincial Party Committee, expressed his great honor at being entrusted by the Party Central Committee’s Secretariat with a new and important responsibility in Điện Biên province. He emphasized that he respectfully and fully absorbs the task-assigning speech from the Deputy Head of the Central Organizing Commission, considering it a crucial orientation for his duties. At the same time, he pledged to devote all his ability and effort, joining forces and hearts with the collectives of the Standing Board and Executive Board of the Điện Biên provincial Party Committee, to soon specify the provincial Party Congress Resolution into effective programs, plans, projects, and resolutions for implementation. In the immediate future, he will quickly stabilize his work and proactively advise the provincial Party Executive Board on issuing thematic resolutions and projects according to the provincial Party Committee’s action plan.

In his new position, the Deputy provincial Party Secretary expressed his wish to continue receiving the close attention, leadership, direction, and help of the Executive Board and Standing Board of the Điện Biên provincial Party Committee, the provincial Party Secretary, and all departments, sectors, unions, communes, and wards in the province.
