Following the policy of the provincial Party Committee to bolster human resources at the grassroots level, the provincial People’s Committee issued Decision No.2446/QĐ-UBND on October 17, 2025. This decision approved a list of 52 highly qualified civil servants and public employees from provincial agencies to be seconded to 34 communes across the province. These personnel were specifically selected for their expertise in critical and specialized fields, including Information Technology, digital transformation, construction, transportation, industry and trade, labor, internal affairs, justice, agriculture, land management, culture, and finance and budget.
After six months of implementation, the seconded team has strictly adhered to workplace regulations and quickly familiarized themselves with their assigned localities. They have demonstrated a high sense of responsibility, proactively coordinating with local departments to advise and organize tasks within their specific fields. This has significantly contributed to the overall performance of communal-level People’s Committees. By identifying and addressing gaps in specialized areas such as finance, construction, and IT, these officials have accelerated administrative processing times and improved the quality of public service, thereby easing the pressure on regular communal-level staff.
During the conference, the seconded civil servants shared practical experiences and discussed the challenges they encountered while performing specialized tasks at the grassroots level. They proposed solutions to enhance work efficiency and strengthen coordination between provincial and local units. These insights are intended to improve the quality of advisory work and the execution of local duties in the coming months.
Chairman Lê Văn Lương recognized and praised the achievements and dedication of these officials during their time at the commune level. He requested the Department of Home Affairs to study and advise on continuing the secondment model or permanently transferring provincial civil servants to communes to ensure stability and maximize work efficiency, particularly in difficult areas with heavy workloads and a lack of specialized personnel. He also urged commune-level authorities to provide suitable working environments and favorable conditions, including housing and daily support, to encourage seconded officials to remain committed to their work.
In recognition of their exceptional performance, the provincial People’s Committee awarded Certificates of Merit to 36 civil servants and public employees who achieved outstanding results during their secondment at communal-level People’s Committees.
