Under the leadership of the Party Committee of the Department of Health, for the 2020-2025 term, the Party Committee of the CDC Điện Biên, consisting of 5 branches and 138 members, has promoted solidarity, responsibility, and efficiently implemented the Party’s guidelines and resolutions. Recognizing that disease prevention is the top priority of the unit, the CDC Điện Biên has strongly promoted the message “Fight disease as we fight an enemy,” preventing the spread of diseases in the community. Throughout the various stages of the COVID-19 pandemic, the CDC Điện Biên has maintained its role as the province’s leading preventive health unit. Its employees have been proactive, flexible, creative, and in close coordination with the Department of Health and the provincial People’s Committee to issue timely decisions and solutions to effectively and urgently carry out COVID-19 prevention and control measures. They have proactively developed plans for different levels of the outbreak, ensuring adequate manpower, materials, and equipment for disease control efforts. With unity, creativity, and courage in the face of difficulties and dangers, employees of the CDC Điện Biên have worked tirelessly, contributing significantly to the results of the pandemic prevention and control efforts in the province.
In the public health domain, the staff at the Non-communicable Disease and Nutrition Faculty of the CDC Điện Biên consistently work quietly, overcoming difficulties to complete their tasks effectively.

Understanding that non-communicable diseases and nutrition-related diseases are increasingly becoming a threat to public health, the department has proactively developed and implemented many screening programs, periodic health checks, epidemiological surveillance, and awareness-raising campaigns for the public on non-communicable disease prevention. They have organized screenings for non-communicable diseases, with staff members working late into the night and early in the morning, preparing medical equipment, blood sugar meters, blood pressure machines, screening forms, and patient files, transporting them to each screening point to ensure no omissions. This silent contribution has helped thousands of people detect diseases early and access timely treatment methods.
Nguyễn Mạnh Tuấn, Head of the Non-communicable Disease and Nutrition Faculty, said: “Despite the many challenges related to human resources, equipment, and finances, the department’s staff maintains a positive working spirit, continually learning, researching, and applying information technology in their professional work. The close cooperation with local healthcare facilities helps improve service quality and lays the foundation for more effective disease prevention programs.”
As of the end of 2024, the total number of patients being managed and treated for hypertension in healthcare facilities has reached 91.4%; for diabetes patients, it is 95.6%; and the percentage of children under 5 years old suffering from stunted growth due to malnutrition has decreased to 24.5%. In addition to professional work, the department’s staff is actively involved in public communication activities, raising awareness about the dangers of smoking, alcohol, and other risk factors.

The emulation movements at the CDC Điện Biên are carried out extensively, practically, and effectively, in association with studying and following the thoughts, ethics, and style of President Hồ Chí Minh. 100% of staff members register for the annual emulation movement, striving to complete and exceed the set targets; they practice professional ethics, adhering to the principle "A doctor’s duty is to heal the sick" with patient satisfaction as the center. The emulation movement also spreads across scientific research activities, promoting innovation, improving techniques, enhancing professional skills, and meeting the increasingly high demands in preventive healthcare.
In the 2021-2024 period, the CDC Điện Biên was honored with Certificates of Merit from the Prime Minister; the Ministry of Health awarded Certificates of Merit to 5 collectives and 18 individuals for their outstanding contributions in COVID-19 prevention; the provincial People’s Committee awarded the “For the Cause of Building and Developing Điện Biên province” medal to 4 individuals, and Certificates of Merit to 4 collectives and 15 individuals for their excellent performance in duty implementation; and the Ministry of Health awarded Certificates of Merit to 8 individuals for their outstanding achievements in building and developing the unit... Dozens of collectives and hundreds of individuals were awarded certificates of merit by the Department of Health and related organizations.
