Announcement of decisions regarding organizational structure and personnel affairs of Điện Biên Phủ Newspaper

ĐBP - On June 13, the Điện Biên provincial Party Committee held a conference to announce the decisions regarding the organizational structure and personnel affairs of the Điện Biên Phủ Newspaper.

Attending the conference were the following leaders: Trần Quốc Cường, Member of the Central Party Committee, Secretary of the provincial Party Committee; Mùa A Sơn, Permanent Deputy Secretary of the provincial Party Committee; Lê Thành Đô, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Committee; Giàng Thị Hoa, Member of the provincial Party Committee’s Standing Board, Deputy Chairman of the provincial People’s Council, and others.

At the conference, Lê Thanh Bình, Deputy Head of the provincial Party Committee’s Organization Commission, announced Decision No.6491-QĐ/TU dated June 1, 2025, from the provincial Party Committee on the establishment of the Điện Biên Phủ Newspaper through the merger of the Điện Biên Phủ Newspaper and the provincial Radio and Television.

The Điện Biên Phủ Newspaper will officially operate under the new model starting on June 15, 2025, as a public service unit directly under the provincial Party Committee, with seven specialized departments: Office; Technical and Technology Division; Editorial and Editing Division; News and Politics Division; Electronics and Digital Content Production Division; Ethnic Radio and Television Division; Special Topics, Arts, and Entertainment Division. After restructuring, the Điện Biên Phủ Newspaper will have 133 civil servant positions (106 of which are transferred from the state apparatus to the Party system).

Leaders of the Standing Board of the provincial Party Committee present decisions and offer flowers to the Điện Biên Phủ Newspaper’s Editorial Board.

The conference also announced decisions from the provincial Party Committee’s Standing Board regarding the appointment and movement of personnel to leadership and management positions.

Accordingly, Lường Văn Xuyên, Director of the provincial Radio and Television, was transferred to serve as Deputy Head of the Information, Education and Mass Mobilization Commission of the provincial Party Committee; Vũ Văn Thượng, Deputy Director of the provincial Radio and Television, was appointed Editor-in-Chief of the Điện Biên Phủ Newspaper. Other appointments included Trần Văn Toại and Nguyễn Thị Tươi (Deputy Editors-in-Chief of the Điện Biên Phủ Newspaper), Đặng Hải Triều and Nguyễn Hùng Cường (Deputy Directors of the provincial Radio and Television), who were appointed Deputy Editors-in-Chief of the Điện Biên Phủ Newspaper. Phạm Ngọc Hân, Editor-in-Chief of the Điện Biên Phủ Newspaper and Deputy Head of the Information, Education and Mass Mobilization Commission of the provincial Party Committee, retired according to regulations.

Congratulating and highly appreciating the important contributions of both the Điện Biên Phủ Newspaper and the provincial Radio and Television, including those of Phạm Ngọc Hân and Lường Văn Xuyên, comrade Trần Quốc Cường emphasized that the merger of the two media agencies is a correct decision that aligns with practical requirements, demonstrating political determination to streamline the apparatus and improve media effectiveness, especially in the context of rapid digital transformation and the increasing demand for information from the public.

He asked the Điện Biên Phủ Newspaper, after the merger, to continue to fulfill its role as the official voice of the Party, government, and the people of the province; maintain political integrity, unity, and overcome initial difficulties, continuously innovate in both content and form, and build a strong media agency that truly becomes the “strategic communication center of the province” in the new era.

He also requested the Editorial Board of the Điện Biên Phủ Newspaper to quickly organize and assign tasks, establish a working regulation, and organize the first Party Congress of the Điện Biên Phủ Newspaper for the 2025-2030 term. The goal is to stabilize the organization quickly, harness the collective strength of the reporters, editors, and staff, and gradually build a modern media agency that meets information needs in the digital age.

On behalf of the newly appointed personnel, Vũ Văn Thượng, Editor-in-Chief of the Điện Biên Phủ Newspaper, thanked the provincial leaders for their trust and delegation of tasks. Thượng pledged to work with the leadership team, journalists, and staff in unity, innovation, and continuous improvement, raising the quality of content and information dissemination for the province’s media in the new era. He also hoped to continue receiving support and coordination from provincial agencies, Party committees, and governments to help the Điện Biên Phủ Newspaper fulfill its mission.
