Administrative restructuring strengthens grassroots-level governance in Điện Biên

ĐBP - The restructuring of administrative units and the reorganization of villages, hamlets, and residential groups have been implemented across Điện Biên province in a synchronized and timely manner in accordance with the established roadmap. Alongside the completion of plans for reorganizing residential units, local authorities have rapidly consolidated grassroots-level Party organizations, established new Party cells, appointed Party committees, and arranged village-level leadership personnel.

By June 30, 2026, all 45 communes and wards across Điện Biên province had completed public consultations, finalized plans for the reorganization of villages, hamlets, and residential groups, and submitted them to local People’s Councils for approval within the prescribed timeframe.

Starting July 1, 2026, a total of 888 newly reorganized villages, hamlets, and residential groups officially began operations across the province. The restructuring was carried out in accordance with the provincial plan. The number of villages and hamlets remained unchanged from the approved scheme, with adjustments made only to the names of certain localities to better reflect local conditions, customs, and traditions.

Following the adoption of the resolutions, Party Committees in communes and wards simultaneously implemented personnel and organizational arrangements. Decisions on establishing new Party cells, appointing Party committees, assigning Party cell secretaries, and appointing interim village heads were issued promptly, enabling newly established units to quickly stabilize their organizations and begin carrying out assigned tasks.

According to a resolution of the People’s Council of Phình Giàng commune, the locality implemented the policy by consolidating 20 villages into eight new villages while retaining six existing villages. Following the reorganization, the commune now consists of 14 villages, which officially commenced operations on July 1, 2026.

On the afternoon of July 1, the Phình Giàng commune Party Committee held a ceremony to announce the resolution of the commune People’s Council regarding village reorganization, along with decisions issued by the Executive Committee of the commune Party Organization, the Standing Committee of the Party Committee, and the commune People’s Committee concerning organizational and personnel arrangements.

The event also announced the termination of operations of 20 former village Party cells, the establishment of eight new Party cells, the extension of terms for six retained Party cells, and the appointment of Party committees and deputy secretaries responsible for the newly reorganized Party cells. The commune People’s Committee also announced decisions appointing interim village heads for all 14 villages.

Cà Văn Thao, Deputy Secretary of the commune Party Committee and Chairman of the Phình Giàng commune People’s Committee, stated: “The announcement of the village reorganization resolution and personnel decisions is highly significant in the process of consolidating grassroots-level organizational structures, contributing to greater effectiveness and efficiency within the political system. Immediately after the restructuring, the commune Party Committee moved quickly to establish new Party cells so they could promptly begin implementing socio-economic development tasks while ensuring national defense and security.”

As one of the Party cell secretaries entrusted with leadership responsibilities following the restructuring, Thào A Ký, Secretary of the Phì Cao village Party Cell in Phình Giàng commune, shared: “I am honored by the trust placed in me by the Party Committee and local authorities, but I also recognize that my responsibilities are now greater than before. Together with Party committee members, Party members, and local residents, I will work to strengthen unity, promote understanding of Party policies, and encourage everyone to join in building an increasingly prosperous and cohesive village.”

The same sense of urgency and determination was evident in Mường Pồn commune. On the morning of July 2, 2026, the commune Party Committee organized a conference to announce the village reorganization resolution and present decisions regarding the establishment of Party cells, appointments to Party committees, and personnel assignments for village-level positions following the restructuring.

At the conference, local authorities announced the resolution of the commune People’s Council concerning village reorganization, decisions establishing new Party cells, appointments of Party committee members, Party cell secretaries and deputy secretaries, as well as personnel assignments for village head positions in the newly reorganized villages.

The rapid consolidation of organizational structures immediately following the restructuring demonstrates the locality’s determination to implement the policy of streamlining the administrative apparatus and enhancing the effectiveness and efficiency of the grassroots-level political system.

Hà Quốc Thịnh, Secretary of the Mường Pồn commune Party Committee and Chairman of the commune People’s Council, emphasized: “The commune Party Committee has instructed newly established Party cells, Party committee members, and village-level officials to continue promoting solidarity, responsibility, and exemplary conduct; quickly stabilize organizational structures; closely monitor local conditions; and effectively implement assigned political tasks.”

In addition to establishing new Party cells, many localities have focused on transparency and public disclosure of information to facilitate cooperation between authorities and residents. This approach helps agencies, organizations, and citizens communicate more effectively while demonstrating transparency in personnel work and creating favorable conditions for Party committees, local governments, mass organizations, and residents to work together more closely during the post-restructuring stabilization process.

With all 888 newly reorganized villages, hamlets, and residential groups officially commencing operations on July 1, and localities completing the establishment of Party cells, appointments of Party committees, and personnel arrangements immediately afterward, Điện Biên has successfully completed an important task in its roadmap for streamlining grassroots-level organizational structures.

These efforts contribute to ensuring that the political system continues to operate in a coordinated, effective, and efficient manner, strengthening the Party’s leadership role at the grassroots level and fostering public consensus in support of the province’s socio-economic development goals in the new phase.
