Administrative reform serves the people

ĐBP - Administrative reform is not merely a task to elevate the validity and efficiency of State management, but also a requirement to innovate service methods for citizens and enterprises.

Levels, sectors, and localities across the province are concentrating on simplifying procedures, boosting digital transformation, and elevating accountability among cadres and civil servants, heading toward constructing a democratic, professional, modern administration that serves the people increasingly better.

Adopting the motto of taking citizen satisfaction as the yardstick for work efficiency, administrative procedure reform across Điện Biên province has continued receiving synchronized implementation attention and maintaining effectiveness over recent years. Administrative procedures across various sectors are reviewed, announced, and publicized promptly, with internal workflows built and finalized toward simplicity and transparency to facilitate citizens and organizations during dossier resolution, contributing to elevating the service quality of state administrative agencies.

According to statistics, from July 1, 2025 to June 5, 2026, the entire province resolved 130,668 dossiers, including 130,432 dossiers resolved ahead of deadline or on time, 236 overdue dossiers, and 336 ongoing dossiers with 332 within deadline. Total administrative procedures at the commune level stand at 441 procedures, among which the number of procedures requiring citizens to visit multiple locations is 0, the number requiring visits to a single location is 441, and the number citizens can perform from home is 212.

All 2,177 administrative procedures under provincial and commune-level resolution authority have been detailed publicly on the provincial administrative procedure resolution information system. Điện Biên province provided 1,086 full-process online public services, accounting for over 50% of total procedures, with 100% of administrative procedures integrated with the National Public Service Portal. The provincial administrative procedure resolution information system connected seamlessly with specialized systems of various ministries, sectors, and the national information system on business, cooperative, and household business registration, with 100% of provincial online public services provided on the National Public Service Portal.

The Public Administrative Service Center of Thanh Yên commune receives and resolves dozens of administrative procedure dossiers across numerous fields for citizens and enterprises. The cadre and civil servant team continuously upholds responsibility, providing dedicated guidance and resolving dossiers strictly according to workflows and deadlines. Consequently, in the first six months of the year, the rate of early and on-time resolved dossiers reached 100%, with execution results across index groups achieving 97.69 out of 100 points.

Lương Thị Phượng, Deputy Director of the Public Administrative Service Center of Thanh Yên commune, shared that the center continuously strives to resolve dossiers according to regulations and deadlines while boosting information technology application and digital transformation to elevate service quality, adding that centered on citizens and enterprises, the staff team aims for professional, dedicated service attitudes that contribute to constructing an open, transparent, and effective administration.

Hoàng Thị Kính from Thanh Trường village, Thanh Yên commune, expressed that upon visiting, she observed administrative procedure workflows posted publicly and transparently, noting that digital technology application in receiving and handling dossiers allows citizens to look up information easily, saving time and effort when executing procedures.

Particularly, the information technology infrastructure system established a multi-tiered connection network operating seamlessly from central to grassroots-level-levels, meeting the operational demands of two-tier local governance. The TDOffice document management and executive system connected 590 units, encompassing 100% of newly merged communes and wards. Intra-provincial and national interconnectivity axes operate stably, with digital signature document rates exceeding 98%. The online video conference system features 135 bridge points, enabling the provincial People’s Committee, departments, and sectors to direct commune levels directly, while the LGSP integration platform successfully connected 15 information systems and specialized databases.

Synchronously deploying digital infrastructure generated transformations in citizen and enterprise experiences, with on-time and early administrative procedure dossier processing rates reaching approximately 99.7%. All dossiers publicly display processing statuses on the Public Service Portal. The satisfaction evaluation system on the National Public Service Portal indicates that citizen and enterprise satisfaction with administrative procedure resolution in Điện Biên province consistently maintains the maximum level of 18 out of 18 points.

Identifying the improvement of the investment and business environment as a key task, Điện Biên province has regularly reviewed, cut down, and simplified administrative procedures related to production and business activities over recent years.

The provincial People’s Committee issued a list of 26 provincial-level administrative procedures and 4 commune-level procedures applying the “green lane” mechanism, concentrating on sectors directly impacting investment, production, and business activities. Accordingly, 26 administrative procedures under the authority of six departments, including Finance, Construction, Industry and Trade, Agriculture and Environment, Health, alongside Culture, Sports, and Tourism, are prioritized for processing under expedited workflows, guaranteeing legal compliance while minimizing processing times.

Thanks to accelerating administrative procedure reform and deploying the “green lane” mechanism effectively in dossier resolution, procedures are shortened to create an open and transparent investment environment, contributing to elevating competitiveness and attracting investment resources into the province.

At the 2026 Investment Promotion Conference themed “Điện Biên - Strategic Destination for Investment,” the provincial People’s Committee signed 22 memorandums of understanding and investment cooperation agreements across various fields with total registered capital exceeding VND 209,370 billion, while handing over investment policy approval decisions and investment registration certificates to 11 enterprises and investors with total investment capital exceeding VND 48,000 billion. Driven by high political determination, synchronous involvement from all levels and sectors, and a commitment to placing citizens and enterprises at the center of service, administrative reform across Điện Biên province is generating positive transformations, serving not only as a foundation to elevate competitiveness and drive socio-economic development, but also contributing to consolidating public trust in government toward constructing a professional, modern, open, transparent, and truly service-oriented administration.
