At the Mường Ảng commune Military Command, the transition was marked by a swift reorganization and a thorough review of working regulations. First Lieutenant Lường Văn Thơ, Deputy Political Officer, noted that assigning regular officers to the grassroots level has significantly boosted the quality of advisory work. Although the unit currently operates with six personnel, leaving some positions unfilled compared to standard staffing, the command has proactively adopted a multitasking approach. By coordinating closely with police and local mass organizations, they ensure that every mission is completed without interruption.
Beyond organizational stability, the command maintains a rigorous state of combat readiness, ensuring they are never caught off guard. This involves a constant analysis of the local political and social security situation in partnership with other forces. Annual recruitment quotas are met through a meticulous and compliant process, and the training for militia and self-defense forces has seen a marked increase in both methodology and quality.
Interestingly, the military’s role extends far beyond the barracks. The unit is deeply involved in mass mobilization, acting as a pillar of support for residents as they develop their local economy or recover from natural disasters. Whether it is providing labor to build houses, constructing roads, or even helping dig holes for new coffee plantations, these practical actions have fortified public trust. Across the province, the provincial Military Command has successfully adjusted the functions of military agencies to align with the streamlined two-tier model. In 2025 alone, over 15,500 personnel and hundreds of vehicles were mobilized for search, rescue, and disaster relief, playing a decisive role in stabilizing the lives of affected citizens. Training programs now follow a “basic, practical, and solid” motto, specifically tailored to the rugged mountainous and border terrain. “In the coming time, we will continue to perfect our operations under the two-tier model toward a ‘lean, compact, and strong’ force,” emphasized Colonel Dương Quốc Long, Deputy Political Officer of the provincial Military Command. He noted that while the transition has been successful, some bottlenecks remain, such as unclear working relationships between military units and local authorities, and a shortage of specialized equipment in remote areas.
To address these “friction points,” the provincial Military Command is advising local leaders to prioritize funding for training grounds and modern equipment. By ensuring proper policies for militia and reserve forces and maintaining regular inspections, the province aims to prevent any potential security “hotspots” from emerging.
