The Party Committee of Điện Biên province currently has 49 subordinate Party organizations, including 42 commune-level Party committees, three ward-level Party committees, and the Party Committees of the provincial Party Agencies, the provincial People’s Committee, the provincial Police, and the provincial Military Command, with a total of 49,444 Party members. Following the directives of the Party Central Committee on holding Party congresses at all levels in preparation for the 14th national Party Congress, the provincial Party Standing Committee issued Plan No. 219-KH/TU dated May 9, 2025, to implement Directive No. 45-CT/TW of the Politburo. Based on this, the leadership, direction, and organization of Party congresses at all levels throughout the province’s political system were carried out in a serious, unified, and well-coordinated manner, ensuring strict compliance with regulations, procedures, and schedules, while fostering a high degree of consensus in awareness and action across the provincial Party organization.
The provincial Party Standing Committee assigned its members to oversee and guide 45 newly established commune- and ward-level Party committees, focusing on leading and directing preparations for their congresses; providing guidance, supervision, and timely solutions for any difficulties or newly emerging complex issues at the grassroots level.
Communication campaigns were launched widely and consistently before, during, and after the congresses to raise awareness and responsibility among all levels of government and the public. These efforts helped build an enthusiastic atmosphere, encouraging active participation and support from officials, civil servants, public employees, workers, armed forces personnel, and local people from all ethnic groups in the province.

Preparations for and the collection of public feedback on the draft congress documents were carried out seriously by Party committees and organizations at all levels in line with the principles and regulations of the Party Central Committee and the provincial Party Committee. The provincial Party Committee’s Standing Board provided specific guidance on several issues related to organizing congresses for newly established commune-level Party committees, while also directing the consolidation and streamlining of Party organizational structures. Immediate higher-level Party committees were tasked with closely directing the drafting of congress documents, with particular attention to newly restructured commune-level Party committees to ensure comprehensiveness, practicality, and alignment with local realities.
Based on regulations and instructions from the Party Central Committee, the provincial Party Standing Committee issued Guidance No. 05-HD/TU dated May 20, 2025, on personnel planning for Party committees. It also clearly set out principles, criteria, and orientations for the restructuring and reassignment of cadres, civil servants, public employees, and workers in Party, government, Fatherland Front, and socio-political organizations during the process of district-level administrative unit restructuring and commune-level administrative unit reorganization. The provincial Party Standing Committee also specified the criteria and number of Party committee members for subordinate Party organizations in line with the spirit of Directive No. 45-CT/TW of the Politburo.
By August 22, 2025, all 49 immediate higher-level Party committees in the province had completed their 2025-2030 congresses on schedule as directed by the Politburo and the provincial Party Committee. According to assessments, the congress programs (including pilot congresses) were thoroughly prepared, closely following Directive No. 45-CT/TW of the Politburo and related documents from the Party Central Committee on organizing Party congresses at all levels in preparation for the 14th national Party Congress, as well as plans and instructions from the provincial Party Committee.
Implementing the provincial Party Standing Committee’s directive on selecting pilot congress units, the Party Committee of Na Sang commune fully recognized its responsibility and the importance of its role, focusing its leadership and direction on successfully holding its 2025-2030 Congress. The commune’s Party Committee developed a detailed plan, established subcommittees to serve the Congress, and thoroughly disseminated all directives, plans, and instructions from higher levels on organizing Party congresses in preparation for the 14th national Party Congress. Thanks to careful and thorough preparation and strong political determination, the process of preparing and organizing the commune Party congress was carried out solemnly, in accordance with procedures, while promoting internal democracy and upholding the responsibility of Party members. The congress fulfilled the two required tasks outlined in Directive No. 45-CT/TW of the Politburo, creating an important foundation for sharing experience and replicating the model in grassroots-level Party congresses across the province.
Immediately after successfully holding their congresses, subordinate Party committees in the province have actively publicized the results, organized study sessions on the congress resolutions, and developed working regulations and full-term work programs for their Party executive committees. They have also drawn up inspection and supervision plans and action programs to implement their congress resolutions in line with their local realities. They are focusing on leading the fulfillment of their goals and tasks while linking these efforts with emulation movements to celebrate Party congresses at all levels, the 15th provincial Party Congress, and the 14th national Party Congress. These activities are fostering a vibrant and upbeat emulation spirit among Party members and the public.
The success of the 2025-2030 congresses of immediate higher-level and commune- and ward-level Party committees not only reflects the solidarity, democracy, and discipline of the provincial Party organization but also affirms the thorough and well-prepared efforts of Party committees at all levels. The achievements recorded provide a solid foundation for Party committees and organizations to continue promoting wisdom, responsibility, leadership capacity, and combat strength, creating firm groundwork for successfully implementing the resolutions of Party congresses at all levels.
