52 civil servants and public employees seconded to communes and wards

ĐBP - On the afternoon of October 21, the Điện Biên provincial People’s Committee held a conference to announce and present the Decisions on the secondment of civil servants and public employees to work at the People’s Committees of communes and wards in the province.

Attending the conference were comrades: Lê Thành Đô, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; Vừ A Bằng, Member of the Standing Board of the provincial Party Committee and Vice Chairman of the provincial People’s Committee; as well as representatives from the leadership of various departments, sectors, localities, and the civil servants and public employees being seconded.

At the conference, the leadership of the Department of Home Affairs announced Decision No. 2446/QĐ-UBND dated October 17, 2025, of the Điện Biên provincial People’s Committee, approving the list of civil servants and public employees to be seconded to work at the People’s Committees of communes and wards. According to the decision, the provincial People’s Committee is seconding 52 civil servants and public employees currently working at specialized agencies and public service delivery units under the provincial People’s Committee to work in communes and wards for a period of 6 months, starting from October 20, 2025.

After nearly four months of implementing the two-level local government model, the government apparatus in the province has been operating in a stable and smooth manner, gradually demonstrating the superiority and effectiveness of the new model. However, the reality has shown that many localities still face a shortage of human resources with deep expertise, especially in fields such as information technology, land, construction, transport, and urban management.

Faced with this reality, the provincial People’s Committee has carefully, impartially, and objectively selected officials with good moral qualities, firm political courage, and suitable professional qualifications to be seconded to the grassroots level. Along with the secondment of 52 civil servants and public employees, the provincial People’s Committee also assigned the Department of Health to assign duties to 45 Heads of commune-level Health Stations.

Speaking at the conference, Chairman of the provincial People’s Committee Lê Thành Đô emphasized: “The secondment of civil servants and public employees to work in communes and wards is a correct and strategic policy of the province, demonstrating an innovative vision in personnel work. This is not only a solution to enhance capacity at the grassroots level but also an opportunity for the team of civil servants and public employees to be trained and to mature through practical experience, connecting them with the people and grassroots life.”

The Chairman of the provincial People’s Committee requested that the seconded civil servants and public employees uphold a high sense of responsibility, proactively and quickly familiarize themselves with their new work, and promote their professional capacity and experience to work with the grassroots government to resolve difficulties and effectively implement the locality’s socio-economic development tasks. Each individual needs to clearly identify this as an important political task and an opportunity to contribute, learn, and help strengthen the people’s trust in the administrative apparatus.

A representative of the seconded civil servants and public employees expressed gratitude for the attention of the provincial leaders and affirmed that they would make every effort to strictly carry out the assigned tasks. They pledged to promote a spirit of unity and creativity, to be “close to the people, in touch with the people, and to serve the people,” contributing to building a strong, effective, and efficient grassroots government.

The implementation of the decision to second civil servants and public employees to work at the People’s Committees of communes and wards is a concrete step in the process of consolidating the organizational apparatus and improving the capacity for public service execution. It creates an important premise for the two-level local government model in Điện Biên to operate effectively and meet the development requirements of the new period.
