Tủa Chùa urged to enhance preparations for Party congresses

ĐBP – Chairman of Điện Biên Provincial People's Council Lò Văn Phương urged Tủa Chùa District to accelerate preparations for the upcoming Party Congresses, particularly focusing on personnel arrangements.

His remarks came on Friday during a working session with the Standing Committee of the Tủa Chùa District Party Committee. The session reviewed the district's performance over the first ten months of 2024, outlined tasks and solutions for the final two months, and discussed preparations for the 2025-2030 Party Congresses as well as the implementation of the rural power supply project from the national power grid.

Tủa Chùa District has achieved notable results in socio-economic development and ensuring national defence and security. Livestock and crop production remained stable, and forest management and protection received significant attention.

Industrial production value is estimated at over VNĐ241 billion (US$..), while total retail sales of goods and services reached more than VNĐ718 billion ($..). By the end of October 2024, State budget revenue stood at VNĐ648.8 billion ($..), with local budget expenditure exceeding VNĐ548 billion ($..).

National target programs were implemented effectively, with the district maintaining and improving new rural development criteria in villages and communes. On average, communes now meet 12.09 criteria, an increase of one compared to 2023.

Social welfare efforts focused on supporting the poor, children in difficult circumstances, and policy beneficiaries. Political security and social order were upheld, while Resolution 06 was effectively implemented.

Efforts to build the Party and political system also yielded results, with 115 new Party members admitted in the first tenmonths, bringing the total number of Party members in the district to over 4,120.

Despite these achievements, challenges remain. Some agricultural production targets have not been met, land clearance and project implementation progress is slow, and fund disbursement rates are low. The recruitment of Party members fell short of provincial targets, and the progress of inspection and supervision programmes by some grassroots Party organisations remains behind schedule.

Regarding preparations for the 2025-2030 Party Congresses, the district has issued an implementation plan in line with Directive No 35-CT/TW. Efforts include disseminating guiding documents from higher-level authorities, forming subcommittees for the congress, and drafting preliminary reports, including the political report for the 19th District Party Congress and a self-review report for the 18th term.

Discussions have also covered transitioning from member congresses to delegate congresses and determining the official number of delegates for commune and township Party congresses. Working groups have been established to guide and oversee these processes.

For the rural power supply project, the district is actively overseeing the implementation of bidding packages and has submitted design plans to the Department of Industry and Trade for review.

At the working session, Chairman Phương commended Tủa Chùa for its progress but emphasised the need for focus in the remaining two months of 2024 to meet the year's targets.

He urged the district to accelerate preparations for Party Congresses, ensuring compliance with personnel regulations, resolving complaints and petitions efficiently, and strengthening inspection and supervision.

Additionally, he called for timely and effective implementation of the rural electrification project, addressing obstacles as they arise.
