The meeting focused on Party-building, strengthening the political system, socio-economic development, and national defence and security since the beginning of the 2020-25 term."

Guided by the District Party Congress resolution, the Điện Biên Đông District Party Committee has effectively led local authorities, armed forces, and residents in carrying out key tasks. Of the 15 targets outlined in the resolution, three have been fully met, six have surpassed 80 per cent completion, and six remain under review. Social policies have been enacted promptly, national defence remains robust, and public order is maintained. Additionally, foreign relations, Party-building efforts, and the consolidation of the political system continue to be prioritised.

Secretary Cường commended the district's progress despite numerous challenges, recognising the Committee’s adherence to provincial directives, clear task identification, and strong leadership, which collectively yielded positive results. However, he expressed concern over several areas, notably the eight unmet targets as 2024 marks the final year of the District Party Congress resolution's implementation. He also drew attention to the district’s forest coverage target, which currently stands at 93.9 per cent.

Secretary Cường called for intensified efforts to advance key tasks. He recommended a thorough review of the completed and exceeded targets for further improvement. For the eight unachieved goals, the district was urged to formulate specific, practical plans to ensure their fulfilment by mid-2025.

In terms of Party-building, the district was advised to align and implement personnel work in accordance with higher-level directives, particularly focusing on revising and supplementing personnel plans. Emphasis was placed on developing young, female, and ethnic minority cadres to ensure the district's development goals are met while maintaining leadership continuity. Preparing for the successful organisation of the 2025–2030 district-level Party congresses was also highlighted.

The Điện Biên Đông District Party Committee was tasked with intensifying efforts to meet socio-economic development targets for 2024. This includes expediting the disbursement of funds from the National Target Programme (MTQG), with the aim of achieving a disbursement rate exceeding 95 per cent. Key measures identified were restructuring the agricultural sector towards sustainability, completing current projects efficiently, and prioritising investment in crucial areas. Additionally, attracting investors to foster local economic development was encouraged.

Secretary Cường concluded by underscoring the need for a proactive approach to national defence and security, ensuring these efforts are integrated with socio-economic development to enhance the well-being of the local population.
