This year marks a significant milestone with numerous major events. Since the beginning of the year, the federation has organized the launch of the emulation movement with the theme: “Determined to innovate, actively create, improve labor productivity, work efficiency, save, and fight against waste, welcoming the Party congress at all levels towards the 15th Provincial Party Congress of Điện Biên and the 14th National Party Congress, the patriotic emulation congress at all levels, and the 11th National Patriotic Emulation Congress”.

All officials, public servants, and employees in the administrative and service sectors strive to complete their tasks well; actively study to improve their qualifications, professionalism, and work efficiency. This sector also focuses on studying and following President Hồ Chí Minh’s thought, morality, and lifestyle; effectively implementing emulation movements; building a streamlined, efficient, and effective apparatus, and organizing activities to care for the interests and benefits of trade union members and workers. In addition, the business sector deploys peak emulation campaigns, vigorously encouraging workers to strive for excellence in skills and craftsmanship, promote initiatives and creativity, improve techniques, and enhance labor productivity. The sector implements the “bright - green - clean - beautiful” movement and builds cultural agencies, units, and enterprises.

Mr. Phạm Thanh Tùng, Vice Chairman of the Điện Biên Province’s Labor Federation, stated that the federation has actively guided labor unions at all levels to promote the party congress, boost emulation movements, and focus on the “skilled labor, creative labor” movement. They have also implemented projects to celebrate the party congress, leading up to the 14th National Party Congress. In celebration of 2025 Lunar New Year (Tết) holiday, the federation launched practical activities to care for union members and workers. Over 31,340 members received Tết gifts worth more than VNĐ 14.4 billion. Priority was given to members facing difficulties, workplace accidents, occupational diseases, severe illnesses, natural disasters, and job loss.

Notable activities included the “Tết union - Spring sharing, Labor Union Tết market” program in 2025 and gives gift to union members and workers at various units during Tết holiday.

The Điện Biên Province’s Labor Federation is currently restructuring its organization, apparatus, and trade union cadres at all levels. As part of this effort, three upper-level trade unions directly under the provincial federation will be dissolved, including the education sector Trade Union, the health sector’s Trade Union, and the provincial public servants’ Trade Union. In addition, two new upper-level trade unions will be established: the Party bloc Trade Union and the Agency bloc Trade Union. The Board of Finance will be merged with the Office, and the Committee for Education and Dissemination for Female Workers will be merged with the Law Policy and Labor Relations Board.

As a result, the federation will reduce its working units from 18 to 15. The federation will also intensify its efforts to streamline its payroll to facilitate the restructuring of its apparatus. To promote emulation movements, the federation will direct units to develop plans to honor advanced typical examples and organize conferences to honor outstanding female workers. The federation will also launch a tree-planting campaign to commemorate President Hồ Chí Minh and participate in forest protection and development.

Simultaneously, the federation will coordinate with other organizations to launch the “worker month” and activities responding to the 2025 occupational safety and health action month. It will also solicit feedback from union members and workers on draft documents for party congresses at all levels and organize cultural and sports activities to celebrate these events.
