The conference was co-chaired by Trần Quốc Cường, a member of the Party Central Committee and Secretary of the Điện Biên Provincial Party Committee, and Vũ Trọng Lâm, Director and Editor-in-Chief of the Truth National Political Publishing House.

The cooperation programme for the 2023–2025 period was signed between the Truth National Political Publishing House and the Điện Biên Provincial Party Committee on July 16, 2023. Over the past year, the collaborative activities have successfully met their goals and objectives, significantly strengthening the meaningful partnership between the two parties.

Efforts in information and communication were effectively carried out, focusing on commemorating the 70th anniversary of the Điện Biên Phủ Victory and the 115th anniversary of the establishment of Điện Biên Province.

In 2024, the Publishing House released 12 books about Điện Biên, which were widely promoted, making a significant impact both domestically and internationally.

A standout achievement was the successful organisation of the national scientific seminar titled “Điện Biên – Promoting Potential and Advantages for Sustainable Tourism Development.” The seminar played a pivotal role in harnessing Điện Biên’s potential and advancing sustainable tourism development in the province.

While recognising the achievements of the past year, Secretary Cường highlighted key tasks to ensure the successful completion of the 2025 work plan.

Specifically, both parties will continue to lead and direct efforts to accelerate progress and uphold the quality of collaborative activities outlined in the signed cooperation programme. These efforts include enhancing communication, promoting books on political and theoretical topics published by the Truth National Political Publishing House, and collaborating on the creation, publication, and distribution of books. Additionally, they will organise seminars, conferences, and scientific discussions to further their shared goals.

On this occasion, the Provincial People's Committee awarded the “For the Cause of Building and Developing Điện Biên Province” medal to two individuals, as well as certificates of merit to one organisation and two individuals from the Truth National Political Publishing House.

The Publishing House also presented the “For the Cause of Publishing Political Theoretical Books of the Party and State” medal to five individuals, along with certificates of merit to eight organisations and eight individuals in Điện Biên Province for their outstanding contributions to activities commemorating the 70th anniversary of the Điện Biên Phủ Victory.

Additionally, the Publishing House and its sponsors donated 300 desk calendars and 60 gift packages worth VNĐ60 million to local residents and border guard officers in Điện Biên Province.

At the conference, the Điện Biên Provincial Party Committee and the Truth National Political Publishing House launched the poetry book "Hồ Chí Minh – Người tin ở con người" (Hồ Chí Minh – One Who Believes in Humanity) by poet Hải Như.

Featuring over 40 poems about President Hồ Chí Minh's life and career, written in a close, philosophical style, the book holds significant value for studying and following Hồ Chí Minh's ideology, ethics, and lifestyle.
