Điện Biên Provincial Party Committee meets with Singapore’s Envision Energy on Nậm Pồ wind power project

ĐBP – The Standing Committee of Điện Biên Provincial Party Committee on Thursday held a meeting with a working delegation from Envision Energy Singapore Pte, Ltd regarding the progress of the Envision Nậm Pồ wind power project.

The delegation was led by Liu Wei, Country General Manager of Việt Nam Market. Trần Quốc Cường, Member of the Party Central Committee and Secretary of the Provincial Party Committee; Mùa A Sơn, Permanent Deputy Secretary of the Provincial Party Committee; leaders of the Provincial People's Council and People's Committee; and representatives from the Provincial Party Committee Office and various provincial departments and sectors also attended the meeting.

The Envision Nậm Pồ Wind Power Plant project has been approved by Điện Biên province for research, surveying, and preparation of a proposal for inclusion in the planning. It has been approved for a site to install wind measurement towers as part of the project research and is included in the Prime Minister's approved National Power Development Plan 8.

The project, with an estimated total investment of US$420 million and a capacity of 125MW, is incorporated into the draft planning for Điện Biên province for the 2021–2030 period with a vision to 2050.

Covering an area of 105 hectares, the project will include 60 turbines, each with a capacity of 5MW. It is expected to connect to the 500kV Lai Châu substation via a 220kV dual-circuit ACSR-330 transmission line.

Currently, two wind measurement towers have been completed in Si Pa Phìn and Chà Tờ communes in Nậm Pồ District, with measurements ongoing since November 15, 2023. Wind data from November 2023 to October 2024 shows an average wind speed of 6mps.

The investor proposed a project timeline with construction starting in June 2025 and completion by December 2026.

Representatives from Envision Energy Singapore Pte, Ltd requested the Provincial Party Committee and the Provincial People's Committee to encourage the Ministry of Industry and Trade to set a tariff for renewable energy, facilitating the effective and timely implementation of the project.

During the meeting, Secretary Trần Quốc Cường introduced the potential of the province’s energy industry, including small hydropower, wind, solar, and biomass power production.

He noted that the Envision Nậm Pồ Wind Power Plant has been included in the National Power Developmeny Plan 8 and in Điện Biên's provincial planning.  Based on the wind measurement results, the project is considered highly feasible.

He urged the company to expedite the preparation and approval processes for the investment policy and other regulatory procedures to start construction as scheduled.

Cường assured that Điện Biên Province would provide favourable conditions for the project in line with regulations, including investment incentives and support for investment policy approval, project evaluation, land clearance, and project implementation in the province.
