The meeting was attended by several prominent officials, including Nguyễn Mạnh Tiến, Deputy Chairman of the National Assembly's Committee for Foreign Affairs, Giàng Thị Hoa, Vice Chairwoman of the Provincial People's Council, Lò Thị Minh Phượng, Head of the Provincial Propaganda Department, and Vừ A Bằng, Vice Chairman of the Provincial People's Committee.

Secretary Trần Quốc Cường expressed his enthusiasm for welcoming the delegation to Điện Biên Province. He introduced the province’s natural environment, its economic and social development, and key strengths in agriculture, tourism, culture, and energy. Cường highlighted Điện Biên’s local agricultural products, such as rice, macadamia, and coffee, and the province’s historical tourism, especially the Điện Biên Phủ battlefield complex.

Secretary Trần voiced hopes for future collaboration, particularly in the areas of heritage preservation, archival techniques, and the organisation of exhibitions, including events to commemorate the 70th anniversary of the Điện Biên Phủ Victory in Saint Petersburg. He also proposed exchanges between officials and citizens of Điện Biên to learn more about the Russian Federation’s wartime history, particularly in Saint Petersburg. Additionally, Trần expressed interest in expanding trade ties to boost socio-economic development in the region.

Chairman Tishhenko Pyotr Evgenievich expressed his gratitude for the warm reception and shared his admiration for the landscape and people of Điện Biên. He provided updates on historical exhibitions in Russia, particularly those in Saint Petersburg. On behalf of the Saint Petersburg leadership, he extended an invitation to Điện Biên’s leadership to visit Saint Petersburg in the near future, further strengthening ties between the two regions.
