Based on discussions and evaluations, the Scientific Council of the project unanimously selected Plan AB01 (Code: ĐB3579) proposed by the joint venture of the One-Member Limited Liability Company for Cultural Heritage Preservation and Vietnam Urban Architecture Joint Stock Company. This plan will be submitted to the authorities for final consideration for the restoration of the Central Area of the Điện Biên Phủ Stronghold.

The restoration plan covers an estimated research area of 10 hectares, focusing on restoring and enhancing key elements, including: The command bunker served as the working and living quarters for French General De Castries; artillery and bunker positions; barracks, field hospitals, military medical bunkers; road networks, trench systems, and barbed wire defenses; surrounding landscape elements of the command bunker; and other auxiliary structures.
Additionally, a detailed diorama will be constructed, accurately representing the command center’s subdivisions, military positions, and historical weaponry. This approach ensures that the restoration remains historically accurate and feasible.

The master plan of the restoration site effectively illustrates: The layout of the stronghold’s divisions; connections between key locations; specific areas requiring restoration, such as infantry, artillery, command posts, and defensive perimeters; and the detailed component blueprints provide an accurate representation of the French headquarters, allowing visitors to visualize the stronghold’s original structure.
After the joint venture presented the restoration plan, Secretary of the provincial Party Committee Trần Quốc Cường provided further directives. Namely, instead of fully reconstructing 100% of the site, the plan should focus on restoring key elements while using models and simulations to depict the overall battlefield of Điện Biên Phủ in 1954. Electric shuttle tours should be introduced for site visits. The perimeter fencing should be replaced with earthen walls, serving both as protection and a visual boundary from the outside. The walls should feature historical images, illustrating key moments of the 1954 battle.

At the same time, the restoration should immerse visitors in the historical setting of Điện Biên Phủ. Upon entering, tourists should feel as if they have traveled back in time to 1954 and experience the stronghold’s wartime conditions. The command bunker of French General De Castries should have a protective mobile dome to shield it from weather damage while preserving its historical integrity. With this approach, the project aims to faithfully reconstruct the historical battlefield, ensuring educational and cultural value for future generations.
