Điện Biên and Lao’s Luang Namtha tighten co-operation

ĐBP – Trần Quốc Cường, Member of the Party Central Committee and Secretary of the Điện Biên Provincial Party Committee, held talks with Viengsavath Siphandone, Member of the Central Committee of the Lao People's Revolutionary Party, Secretary and Governor of Luang Namtha Province, on Thursday.

 

The talks were also attended by Lê Thành Đô, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, and Lò Văn Phương, Member of the Provincial Party Standing Committee and Chairman of the Provincial People's Council.

In a spirit of solidarity, special friendship, trust, and mutual understanding, leaders of the two provinces discussed the socio-economic development, national defence, security, and political system building in the first six months of 2024.

Both sides regularly exchanged information and updated on important political and social events and promoted favourable conditions for cooperation in various fields.

In a warm and friendly atmosphere, the leaders of the two provinces engaged in sincere, open, and straightforward discussions about the directions and measures to boost cooperation in various areas. The leaders emphasised that Điện Biên and Luang Namtha share similar natural conditions, making it essential for the two provinces to strengthen cooperation, coordination, and mutual support in building friendly relations. This cooperation lays a solid foundation for expanding and enhancing the effectiveness of collaboration across different sectors.

Both sides agreed to continue promoting and facilitating investment and economic development cooperation; enhance efforts to promote and expand tourism cooperation between the two provinces, and strengthen cooperation in crime prevention, especially in combating drug-related crimes, apprehending wanted individuals, and maintaining security and order in the border area.

Building on the successful cooperation in recent years and outlining the direction for the special friendship and comprehensive cooperation between Điện Biên Province and Luang Namtha Province for 2024–2025, the delegations of both provinces agreed to sign a memorandum of understanding covering eight key areas.

In terms of fostering friendly relations and building the political system, both sides agreed to work together to educate and raise awareness among their people about preserving the long-standing traditions, strengthening Party and government structures, and promoting the special friendship, solidarity, and comprehensive cooperation between Việt Nam and Laos, as well as between Điện Biên and Luang Namtha.

The two provinces will facilitate the implementation of signed agreements and cooperation activities in areas of mutual interest within the framework of cooperation between the two countries and provinces.

They will also enhance the promotion and advertisement of their potential and strengths, creating favourable conditions and encouraging economic entities to explore and invest in the areas of mutual interest.

Additionally, both sides will promote trade activities, market surveys, and cooperation in industrial and commercial sectors, boosting import-export and trade exchanges between the two sides. Regular efforts will be made to advertise, organise, and facilitate the participation of enterprises in exhibitions and fairs hosted by both provinces. The cooperation in education and training, energy, sustainable agriculture, science and technology, healthcare, culture, and people-to-people exchanges will also be continuously enhanced.
