When regular soldiers go to communes

ĐBP - The implementation of the two-tier local government model has created deep, direct impacts on local military and defense tasks, setting new requirements for the Điện Biên provincial military forces to enhance the effectiveness of leadership and task organization.

Facing these demands, Điện Biên province has reorganized the Military Commands of communes and wards, building strong grassroots-level military forces and improving advisory and command capabilities to maintain national defense and security right from the base, meeting mission requirements in the new situation.

The two-tier local government model has created a clear shift in the leadership and management of military and defense tasks at the grassroots level. Streamlining the apparatus and removing the district level has enhanced the efficiency of state management over defense; orders and directives are deployed quickly and directly to the grassroots level, while information and defense situations are reported promptly to higher levels. Consequently, force building, training, combat readiness, the selection and calling of citizens for enlistment, and the construction of defense areas are organized synchronously and effectively. However, the new model places higher demands on grassroots-level military forces, requiring a spirit of proactivity, flexibility, and close coordination.

Senior Colonel Trịnh Đức Thiêm, Commander of the Military Command of the province, stated that without the district level, the tasks of the commune-level Military Command are heavier than before, ranging from advising local Party committees and authorities to organizing force building, training, and handling arising situations. He emphasized that if the organization is not promptly consolidated and the quality of the staff and operational methods are not improved, it will be difficult for the grassroots-level military forces to meet requirements.

Facing the mission requirements in the new situation, on January 14, 2026, the Military Command of the province reorganized the Military Commands of 45 subordinate communes and wards to be lean and strong, ensuring unity and continuity in command. The team of military officers and soldiers at the commune level possesses firm political grit, pure moral qualities, and the professional capacity to meet requirements under the two-tier local government conditions. Accordingly, these commands focus on core tasks such as improving the quality of the militia and self-defense forces and reserve forces, ensuring they are ready for mobilization. They also strengthen coordination between military forces, the police, and various mass organizations to promote the overall strength of the political system in building an all-people national defense associated with a firm people’s security posture.

After the reorganization, Na Son commune has a large area and population, posing many new requirements for grassroots-level military tasks. Immediately after taking over the mission, the Military Command of Na Son commune urgently stabilized its organization and workspace to quickly begin its assigned duties. Staying close to the ground, the commune military force proactively reviewed the situation and advised the commune Party committee and people’s committee to deploy plans ensuring safety for the 14th National Party Congress, maintaining combat readiness for the 2026 Lunar New Year, and preparing for the election of delegates to the 16th National Assembly and People’s Councils for the 2026 - 2031 term.

Lieutenant Colonel Nguyễn Xuân Thủy, Commander of the Military Command of Na Son commune, noted that alongside professional duties, the officers and soldiers always focus on building close relationships with the local authorities and people. The unit has advised and coordinated with grassroots-level forces to effectively promote mass mobilization and mobilize resources to support families in difficult circumstances. Specifically, they coordinated to ensure order for the “Solidarity Spring - Warm Military-Civilian Tết” program, creating a joyful atmosphere and further tightening the bond between the armed forces and the ethnic people.

Mường Thanh is a central ward with a high population density and rapid urbanization, which places high demands on military and defense work. After being reorganized, the officers and soldiers of the Military Command of Mường Thanh ward quickly stabilized their organization. Within nearly a month, the unit developed and implemented plans for combat readiness and security for the 14th National Party Congress while coordinating with other forces to increase patrols during the peak of the Lunar New Year. Senior Lieutenant Colonel Lê Tất Thắng, Commander of the Military Command of Mường Thanh ward, said that the command is currently focused on the 2026 enlistment work and ensuring security during important political events and the upcoming Tết holiday.

The assignment of regular army officers to work at commune-level Military Commands is a major policy with strategic significance in building strong local military forces. This policy is being implemented seriously and synchronously in the province, initially proving effective and contributing to building a solid all-people national defense from the grassroots level, maintaining social-political stability, and creating a premise for sustainable local development in the new situation.
