Preferential credit empowers STEM students

ĐBP - On August 28, 2025, the Prime Minister issued Decision No.29/2025/QĐ-TTg regarding credit policies for students, graduate students, and doctoral candidates pursuing Science, Technology, Engineering, and Mathematics (STEM).

Implementing this decision, the Điện Biên Branch of the Vietnam Bank for Social Policies (VBSP) has actively deployed and accelerated disbursement, enabling local students to focus on their studies and pursue their STEM dreams.

Vũ Thị Bình (Residential Group 9, Điện Biên Phủ ward) has a child currently attending university in Hanoi. Upon learning about the credit policy under Decision No.29/2025/QĐ-TTg, Bình proactively applied for a loan. Guided by dedicated VBSP staff, her family gained quick access to the funds. Just 10 days after submitting the application, the Điện Biên VBSP branch disbursed the capital, providing timely support for her child’s education.

Under Decision No.29/2025/QĐ-TTg, Vũ Thị Bình was granted a loan of VND 480 million from the preferential credit program for STEM students. The loan is disbursed annually at VND 80 million per academic year, featuring an interest rate of 4.8%/year (with overdue interest set at 130% of the lending rate). The loan term spans 156 months, with periodic repayments every 12 months; the final repayment deadline is October 17, 2038.

Vũ Thị Bình excitedly shared: “The preferential credit from the Government’s Decision No.29/2025/QĐ-TTg has eased my family’s financial burden, allowing us to cover tuition, living expenses, and other necessities for my child throughout their university years.”

After receiving guidance from VBSP staff, Tạ Duy Hưng (An Bình village, Thanh Nưa commune) completed the loan procedures under the same decision. Only a few days later, the Mường Thanh VBSP Transaction Office disbursed VND 80 million, helping his family cover the 2025-2026 academic year expenses for his child.

Tạ Duy Hưng noted: “With support of VND 80 million per year, I can cover all educational costs, allowing my child to study with peace of mind and strive for high results. This policy is very practical and fits the needs of the people, especially households facing difficulties. Furthermore, the VBSP provided dedicated support and quick disbursement.”

The credit policy under Decision No.29/2025/QĐ-TTg contributes to training high-quality human resources and helps realize Resolution No.57-NQ/TW regarding breakthroughs in science, technology, innovation, and national digital transformation. This capital helps learners cover full tuition fees (after deducting scholarships and other supports) along with living expenses and other study costs, up to a maximum of VND 5 million/month.

Notably, borrowers can access up to VND 500 million without requiring collateral; security assets are only required if the loan exceeds this limit. Disbursement is conducted by academic year at the preferential rate of 4.8%/year. The policy opens significant opportunities for learners due to the high loan limits, low interest rates, flexible repayment terms, and favorable conditions. Currently, the Điện Biên VBSP Branch primarily utilizes the household lending method, with a household representative acting as the borrower.

To maximize the effectiveness of this policy, the provincial VBSP Branch has proactively coordinated with relevant departments and sectors to advise the Provincial People’s Committee on issuing synchronous implementation directives. Simultaneously, the unit has ramped up communication through mass media, educational institutions, and local authorities to promptly verify applications for eligible students and researchers.

Nguyễn Xuân Thắng, Director of the Mường Thanh VBSP Transaction Office, stated: “Our unit has actively coordinated with the Department of Education and Training to review and identify eligible students in the communes and wards under our management. Once we receive the list of those in need, we send staff directly to the grassroots level to provide guidance, complete paperwork, and ensure rapid disbursement.”

Thanks to these synchronized efforts, by the end of January 2026, the entire province has disbursed over VND 1.3 billion to 17 borrowing households.

In the coming time, the Điện Biên VBSP Branch will continue to direct transaction offices to promote communication, ensuring the preferential credit reaches the right beneficiaries. They will also promptly address any difficulties or obstacles to ensure the program is implemented correctly and effectively, empowering students to confidently pursue STEM fields.
