Ready to supply safe and stable power for Ban (Bauhinia) Flower Festival

ĐBP - The 2026 Ban (Bauhinia) Flower Festival is set to take place from March 6 to March 12. To ensure a safe and stable power supply for this series of cultural and tourism activities, Điện Biên Power Company (PC Điện Biên) has mobilized maximum resources and implemented flexible operational and backup plans, determined to prevent any incidents throughout the event.

The focus of the 2026 festival will be activities at the Provincial Stadium and the Mường Thanh Walking Street. As an event attracting a massive influx of tourists, the program features a large-scale structure combining a central festival space with various experience points. Key activities will be concentrated in Điện Biên Phủ ward, particularly along the axis of the Mường Thanh Walking Street and Mường Thanh Bridge. Highlights include an elaborately staged opening art program using modern performance technology, a large-scale street carnival, and the “Legend of U Va” real-scene performance. Such high-tech requirements, especially for high-capacity sound and lighting systems, demand the highest level of continuous and safe power.

PC Điện Biên has established a synchronous backup power plan to ensure the highest reliability.

The Điện Biên Phủ Area Power Management Team is directly managing operations at the main venues. At the provincial Stadium, the team has arranged a power load of 280kW, which includes 100kW for lighting, 150kW for sound, and 30kW for promotional mobile vehicles. This load is divided into two 400A distribution boards serving the left and right sides of the stage. Trần Văn Long, Captain of the Area Power Management Team, noted that Diesel Generator No.9 (750kVA) installed at the stadium’s substation serves as the primary source, while the 400kVA grid substation acts as the backup. An 1200A Automatic Transfer Switch (ATS) is utilized to allow for instantaneous power switching, ensuring the stage performance remains uninterrupted even in the event of a fault.

Similarly, the Mường Thanh Walking Street, which operates continuously for seven days and nights, has been allocated a 220kW power source. This covers 5kW for lighting, 5kW for sound, and 210kW for the various stalls and experience booths.

To achieve maximum reliability, PC Điện Biên has established a synchronous backup power plan. While the national grid remains the priority, local hydroelectric plants have been mobilized to provide additional capacity, including Thác Bay (1,200kW), Nà Lơi (6,000kW), Thác Trắng (3,500kW), and Pa Khoang (2,400kW). The total diesel backup system reaches a capacity of 1,290kVA, with generators strategically placed at the Convention Center, the Provincial Stadium, and the Walking Street. The system operates in parallel, allowing for flexible switching between the grid and backup sources.

Furthermore, nearly 50 electrical officers and workers have been assigned to 24/24 duty at critical locations. The team has conducted rehearsals for incident handling and load adjustment during preliminary and final rehearsals. Every hypothetical situation, from overloads to voltage drops, has been calculated to ensure immediate resolution. Prior to the event, the company inspected the entire SCADA remote control system for Reclosers and LBS switches to allow for rapid handling from the control room. They have also coordinated with fire safety forces and local businesses to ensure safe and economical electricity usage throughout the festival.
