Điện Biên’s aspirations to develop

ĐBP - The 81-year journey since the sacred moment President Hồ Chí Minh read the Declaration of Independence at historic Ba Đình Square is a continuous voyage of our nation safeguarding, cultivating, and promoting the values of independence, freedom, and peace through willpower, intellect, and the strength of solidarity.

From the heroic spirit of the Autumn of Independence in 1945 to the Điện Biên Phủ Victory in 1954 and onward to the Great Spring Victory of 1975, those values continue to be inherited and elevated by today’s generations. On historic Điện Biên soil, the heroic spirit of Điện Biên Phủ is being transformed into faith, aspiration, and developmental momentum, establishing the foundation for the Party committee, administration, and ethnic communities of the province to step firmly into a new era.

Every August autumn, as red flags with yellow stars flutter across streets and villages, pride in Independence Day awakens ever more strongly in every Vietnamese citizen. Eighty-one years since the autumn of 1945, the country has traversed an arduous yet glorious journey to defend independence, unity, reconstruction, and growth.

Within that flow, Điện Biên - the land that forged the victory that “resounded across the five continents and shook the globe” - is entering a development phase with renewed posture. The spirit of Điện Biên Phủ of the past remains vibrant and continuous. From a fierce battlefield decades ago, Điện Biên is steadily shaping new development horizons under a clearer mandate: rapid yet sustainable development, grounded in local advantages and centered on people.

Today’s transformations stem from the resolute efforts of the Party committee, local administration, and ethnic communities across the province. The economy sustains steady growth momentum. In the first six months of 2026, GRDP grew by 8.67%, outpacing the national average, ranking 5th out of 9 provinces in the Northern Midlands and Mountainous region and 17th out of 34 provinces and centrally run cities nationwide. These outcomes were forged through synchronized progress across sectors, spanning agricultural production, industry, trade, services, tourism, and investment attraction.

On the historic Mường Thanh Bridge, beneath the red flag with a yellow star, Điện Biên’s young generation carries forward tradition, cherishing independence and nurturing aspirations to contribute to building their homeland and country.

Điện Biên is progressively developing key specialty sectors, linking production with markets and targeting value enhancement. Wet rice, coffee, macadamia, and numerous signature agricultural products are developed toward commercial commodities. Tourism continues to leverage advantages in history, culture, landscapes, and ethnic identity. The province reinforces private capital mobilization, expands private enterprises, and invites major corporations to explore investment opportunities, providing additional growth impetuses.

During his working visit to Điện Biên in early 2026, reporting to Party General Secretary (now Party General Secretary and State President) Tô Lâm on outstanding achievements in socioeconomic development, defense, security, and public welfare, Trần Tiến Dũng, Member of the Party Central Committee and Secretary of the provincial Party Committee, affirmed the determination of the local Party committee, administration, and ethnic communities to uphold the Điện Biên Phủ tradition, unite, innovate, and mobilize resources effectively to generate new growth engines. That spirit is reflected in how Điện Biên selects foundational missions: completing infrastructure, improving the investment climate, restructuring the economy, and elevating education, training, and human resources.

Comrade Tô Lâm affirmed that Điện Biên is a sacred historical land of the nation, linked to the victory that “resounded across the five continents and shook the globe,” woven from the resolve to overcome seemingly impossible barriers. It stands as a radiant symbol of independence, freedom, self-reliance, and the Vietnamese nation’s ascent. For Điện Biên today, carrying forward that spirit means turning past pride into current action, building the foundation to enter the future through knowledge, courage, and growth aspirations.

That spirit is being concretized by Điện Biên through developmental resolve. Targeting double-digit growth sets high demands on leadership, governance, and the combined strength of the political apparatus, business community, and residents. The province focuses on restructuring economic sectors alongside growth model innovation; accelerating science and technology application; advancing innovation; and raising economic productivity, quality, efficiency, and competitiveness. Administrative reform and business environment improvements remain focal priorities, tied to operating the two-tier local governance model, digital transformation, decentralization, delegation of power, and elevating leadership accountability. The province’s 2025 PCI standing at 19th out of 34 provinces and cities reflects positive advances in governance quality and investment climate.

The year 2026 is marked by the commencement of multiple major projects. The new urban area, resort tourism, and sports services project in the northwest of Điện Biên Phủ ward; the cable car complex combined with cultural and historical tourism; and various other undertakings are progressively expanding development space. Crucially, in May 2026, the Sơn La - Điện Biên - Tây Trang Border Gate Expressway Project (Phase 1) was officially commenced. This represents a long-awaited milestone for the Party committee, administration, and ethnic communities of Điện Biên, holding long-term strategic significance for provincial growth.

Alongside infrastructure development, investment attraction, and growth model renewal, Điện Biên places special emphasis on human development and human resource quality to meet requirements in the new phase.

Comrade Tô Lâm emphasized that economic development requires quality human resources. Therefore, the locality must focus on training, particularly high-caliber manpower, proactively enhancing education and training quality while aligning instruction with priority sectors such as tourism, agriculture, border trade and services, public administration, and grassroots digital transformation.

Embracing that mandate, Điện Biên prioritizes education and training. Across the province, 85.28% of schools meet educational quality accreditation standards, and 82.9% meet national standards. The 2026 high school graduation examination yielded a pass rate of 99.58%. Notably, in the 2025-2026 academic year, Điện Biên had a national valedictorian for the first time, serving as a vivid testament to educational progress in this challenging highland terrain.

In the new context, investment in education is cast within a broader vision. Resolution No.71-NQ/TW dated August 22, 2025, of the Politburo on breakthrough developments in education and training sets forth renewed mandates. For a mountainous border province like Điện Biên, these guidelines create opportunities to narrow educational access gaps, allowing ethnic children to learn in an increasingly improved environment. The province established the branch of Thái Nguyên University in Điện Biên; accelerated digital transformation in education; deployed student assistance policies; reorganized school networks; and constructed multi-level ethnic boarding schools in border communes, widening access to quality education for frontier students.

On August 25, the FPT Điện Biên Educational Complex Project officially broke ground in Điện Biên Phủ ward. The complex is designed for interconnected, multi-level education spanning general schooling, vocational training, and higher education, capable of accommodating over 6,000 pupils and students annually. This represents FPT’s first major educational project in the Northwest, opening a modern high-quality training center right in Điện Biên. It demonstrates that education is becoming an element tightly integrated into the local socioeconomic development strategy.

Điện Biên’s appearance today is increasingly modern and well-appointed. Avenues are spacious and lively, new roads extend outward, infrastructure is progressively completed, and transport has become far more convenient. From urban centers to highland villages, the homeland landscape on the nation’s western frontier displays peaceful green fields, new homes, and civil residential areas. Crimson flags with yellow stars wave radiantly, and electric lines illuminate villages. Within this living rhythm reside the joy and faith of local residents before day-to-day transformations.

Eighty-one years since the Declaration of Independence of the Vietnamese nation echoed at historic Ba Đình Square, the value of independence is felt deeply across each change in the homeland. Independence opened the way for the nation to master its own destiny; peace provides the condition for every region and individual to build a new life.

Điện Biên’s development aspirations are no longer a distant ideal. That aspiration is present in every decision, project, classroom, production model, and effort of every citizen. Điện Biên is progressively converting potential into momentum, tradition into strength, and pride into action.

Điện Biên takes pride in its past without stopping there. The heroic spirit of this land continues through the ambition to build a wealthy, civilized, green, smart, and sustainable Điện Biên.

When pride in independence transforms into self-reliant willpower, when knowledge becomes strength, and when aspiration turns into concrete deeds, Điện Biên secures a firm foundation to advance together with the whole country into the new era.
