In this land that once forged the Điện Biên Phủ Victory that “resounded across five continents and shook the globe,” today’s achievements stand as proof of the vitality of a revolutionary land, the solidarity of all ethnic groups, and the Party’s leadership in building and developing the homeland.

Entering the renewal period from a low baseline, with fragmented terrain, unsynchronized infrastructure, and high poverty rates, Điện Biên identified Party building and consolidating the political system as key tasks. Through each stage, the provincial Party Committee has continuously renewed its leadership methods, enhancing the capacity and fighting strength of Party organizations as well as the quality of cadres and Party members, considering this the foundation for bringing guidelines and resolutions into reality through concrete, practical actions.

Implementing the policies of the Party and State on streamlining the organizational apparatus for greater efficiency and effectiveness, Điện Biên rearranged Party organizations in line with the two-tier local governance model. From July 1, 2025, the provincial Party Committee has 49 subordinate Party committees, including 42 commune Party committees, 3 ward Party committees, and 4 Party committees under Party agencies, the provincial People’s Committee, the provincial Police, and the provincial Military Command. Across the province, there are 794 grassroots Party organizations, 828 Party cells directly under grassroots Party committees, and village and residential group Party cells with a total of 50,617 Party members.

These figures illustrate a widespread Party network closely connected to the grassroots. In remote, isolated, or border areas, each Party cell serves as a leadership core and a bridge between the Party and the people. Guidelines and resolutions are tailored to each locality; emerging issues in daily life are promptly addressed; and the legitimate aspirations of the people receive close attention. Public trust is thus solidified through tangible improvements in daily life.

Party member Nguyen Thi Lan from Residential Group 5, Mường Thanh ward, shared: “In recent years, our homeland has seen numerous transformations, from transport roads and schools to livelihood support policies and poverty reduction. What every Party member and citizen clearly feels is that policies are increasingly aligned with practical life. Witnessing these changes, we place even greater trust in the Party’s leadership and wish to continue joining hands with local Party committees and authorities to build an ever-developing homeland.”

Under the leadership of the provincial Party Committee, socioeconomic development initiatives have been carried out synchronously, matching the conditions of a mountainous, border province. The province has progressively harnessed advantages in land, climate, culture, history, and geographical location to create growth momentum. In the 2020-2025 period, average GRDP growth reached 8.35% per year. In the first 6 months of 2026, GRDP increased by 8.67%, ranking 5th out of 9 provinces in the Northern Midlands and Mountainous region and 17th out of 34 provinces and centrally run cities nationwide.

In agriculture, shifting from fragmented small-scale farming, Điện Biên has steadily transitioned toward commodity production tied to markets and value chains. Numerous guidelines and resolutions on agricultural restructuring have been concretized through programs and projects suited to local conditions. Rice, coffee, tea, macadamia, and fruit trees have received focused investment to improve quality, establish brands, and broaden consumer markets. In particular, coffee and macadamia are designated as strategic crops, targeting the development of approximately 60,000 ha by 2030, aiming to make Điện Biên the province with the largest macadamia area nationwide.

Guided by the strategic orientations of the provincial Party Committee, Điện Biên has concentrated investment resources on developing infrastructure. The completion of the Điện Biên Airport expansion and the groundbreaking of the Sơn La - Điện Biên - Tây Trang Border Gate Expressway Project (Phase 1) have resolved connectivity bottlenecks while opening up new development corridors for the province. Electricity, water, telecommunications, schooling, and healthcare infrastructure have also reached greater completion, enabling residents to access essential services and improve household earnings.

Thoroughly grasping the principle of placing the people at the center of all policies, the Điện Biên provincial Party Committee has consistently made improving public living standards its overarching goal. Grounded in sound guidelines, the province mobilized resources for poverty reduction and social welfare; during the 2021-2025 period, around 22,300 poor households received assistance to eliminate temporary and dilapidated housing, the multidimensional poverty rate dropped to 17.78%, and average per capita income reached around VND 54 million per year. Concurrently, historical and cultural values have been harnessed into development resources, drawing over 5.45 million visitor arrivals and generating approximately VND 9,400 billion in tourism revenue during this period. From historical relics and community tourism villages to festivals, cuisine, and local specialties, every cultural element contributes added drive toward sustainable development.

Looking back on the journey traversed, Điện Biên’s achievements today are the fruit of continuous efforts in economic development, social security, national defense and security consolidation, and public livelihood enhancement. Behind these transformations lies the accurate, thorough, and decisive leadership of the provincial Party Committee. Every practical resolution has served as an impetus for Điện Biên to overcome challenges, effectively exploit potentials and strengths, and advance forward.

Commemorating the 81st anniversary of National Day on September 2 is an occasion for cadres, Party members, and people of all ethnic groups in Điện Biên to take pride in glorious revolutionary traditions and further appreciate the Party’s leadership in every development step of the homeland. Under the glorious Party flag, the Party organization, administration, and people across the province continue to uphold heroic traditions, maintain unity, awaken aspirations for progress, and turn determination into action to build an increasingly wealthy, beautiful, and civilized Điện Biên.
