The road project from National Highway 279 to Mánh Đanh village in Mường Ảng commune spans nearly 6km and involves land recovery from 200 households and individuals. Despite complications in verifying land origins and handling overlapping claims or disputes, the Mường Ảng Commune People’s Committee has proactively coordinated with the Area 1 Project Management and Land Fund Development Board and the Provincial Transport Project Management Board. To date, verification reports have been issued for 114 out of 119 households requiring origin checks, providing a firm basis for compensation, support, and resettlement plans.
The Area 1 Board has already submitted 15 plans covering 172 households across an area of 31,207 square meters, with a total budget exceeding VND 24.49 billion, of which 14 plans have received official approval. Regarding resettlement, while 19 households were considered for placement, 15 opted to arrange their own accommodation, leaving only 4 registered for formal resettlement. Trần Minh Giáp, Vice Chairman of the Mường Ảng commune People’s Committee, stated that the commune views site clearance coordination as a central task executed through transparency, democracy, and proximity to the people. He noted that through dialogue and listening, many households have reached a consensus and voluntarily handed over their land. The commune is now finalizing remaining land reports to ensure the rapid completion and effective investment of the project.
Meanwhile, the “Dynamic Road” project is entering its final sprint with very positive outcomes. In Mường Thanh ward, compensation has been approved for all 336 households, covering 29.02 hectares with a total cost of VND 82.09 billion. In Điện Biên Phủ ward, compensation plans have been approved for 64 households, achieving a “clean” site rate of 99.71%. Most notably, site clearance has reached 100% completion in Thanh Nưa and Thanh Yên communes, involving nearly 1,300 households combined. The total construction value has reached VND 798.45 billion out of the VND 937.03 billion target, representing 85.2% of the workload. Capital disbursement has been exceptionally successful, reaching 100% of the plan with over VND 1,037 billion allocated.
Đặng Đình Đắc, Deputy Director of the Project Management Board for Transport Works, pointed out that while progress is strong, some minor obstacles remain. These include residents who have received funds but have not yet demolished their houses, unresolved spiritual sites such as “ghost graves,” and property owners who are currently away from the locality. To keep the project on track, the unit is directing contractors to concentrate all personnel and equipment on finishing the remaining packages while urging local authorities to definitively settle these remaining site issues.
To drive socio-economic growth, Điện Biên has also focused on other key programs such as the Nậm Rốm river basin multi-disaster management project for climate adaptation, rural electrification initiatives, and the construction of resettlement areas for the provincial political-administrative center. Infrastructure projects using non-budget capital are also under regular review to remove barriers and speed up implementation. Additionally, the construction of inter-level boarding schools in border communes is being actively carried out to improve education quality in difficult regions. Ultimately, the timely resolution of these difficulties helps complete vital infrastructure, boosting economic development and enhancing the lives of the local population.
