The Congress was attended by Nông Thị Hà, Deputy Minister and Vice Chair of the Committee for Ethnic Affairs; Mùa A Sơn, Permanent Deputy Secretary of the Provincial Party Committee; Lê Thành Đô, Deputy Secretary of the Provincial Party Committee and Chair of the Provincial People’s Committee; Lò Văn Phương, Member of the Provincial Party Standing Committee and Chair of the Provincial People’s Council; and Mùa A Vảng, Alternate Member of the Party Central Committee, Member of the Provincial Party Standing Committee, and Chair of the Provincial Vietnam Fatherland Front Committee. Former leaders of the Provincial Party Committee, People’s Council, and People’s Committee from various terms also attended, along with 246 representatives of the province’s 536,000 ethnic minority citizens.
In recent years, under the Party's leadership, the ethnic minorities of Điện Biên have demonstrated unity, patriotism, bravery, diligence, and creativity in production, making significant contributions to the nation-building and defence efforts. The 4th Congress of Ethnic Minority Representatives of Điện Biên Province holds substantial political and social significance. It provides an opportunity to assess the implementation of the Party and State’s policies on ethnic affairs locally, recognise and commend outstanding individuals and groups in patriotic emulation movements, and acknowledge achievements in fulfilling the Resolution of the 3rd Congress of Ethnic Minority Representatives (2019–2024). Additionally, the Congress sets targets, objectives, directions, and tasks for the 2024–2029 period, reaffirming the consistent approach of the Party and State regarding ethnic and national unity.
The political report presented at the Congress highlighted that, over the past five years of implementing the Resolution of the 3rd Congress of Ethnic Minority Representatives in Điện Biên Province, the material and spiritual well-being of ethnic communities has significantly improved. Efforts to preserve the cultural heritage of these communities have been reinforced, and education quality has steadily increased. Security and social order in ethnic minority areas have remained stable overall. Authorities at all levels continue to engage in outreach, encouraging citizens to follow the Party’s guidelines and State policies, strengthening national unity.
The 4th Congress of Ethnic Minority Representatives in 2024 has established eight specific targets to be achieved by 2029.
The presentations at the Congress showcased progress in achieving socio-economic development goals in ethnic minority areas, sharing insights on promoting self-reliance, strengthening unity, developing sustainable livelihoods, and enhancing the quality of life for ethnic communities across the province.
In his address, Deputy Secretary of the Provincial Party Committee and Chair of the Provincial People’s Committee, Lê Thành Đô, urged all levels of Party committees, government authorities, and sectors to recognise ethnic affairs as a critical, long-term political priority in the province’s development. He highlighted the importance of allocating resources to build robust infrastructure—particularly in transport, electricity, education, healthcare, communication, clean water, culture, sports, and trade services—to foster socio-economic growth and bridge regional divides.
Lê Thành Đô also called for strengthening leadership within Party committees, enhancing governance among authorities, and modernising the operations of socio-political organisations at all levels. He underscored the importance of recruiting new Party members, especially in villages, border regions, remote areas, and other particularly disadvantaged regions, as well as building a skilled workforce from ethnic minority communities.
Deputy Minister and Vice Chairperson of the Committee for Ethnic Affairs, Nông Thị Hà, urged Điện Biên’s Party committees and local authorities to continue focusing resources on socio-economic development, advancing poverty alleviation efforts, building new rural areas, and improving the material and spiritual quality of life for ethnic minority communities. She highlighted the need to effectively implement the three national target programmes, especially the Programme for Socio-Economic Development in Ethnic Minority and Mountainous Areas. Emphasis was also placed on strengthening the grassroots political system in ethnic minority and mountainous regions, particularly in border communes, remote areas, and especially disadvantaged locations.
At the Congress, one group and five individuals were honoured with Certificates of Merit from the Minister and Chair of the Committee for Ethnic Affairs; five individuals received the “For the Cause of Ethnic Development” commemorative medal, and fifteen groups and fifteen individuals were awarded Certificates of Merit from the Chair of the Provincial People’s Committee.
The Congress also adopted a Resolution, reflecting the unity, consensus, and strong determination of all ethnic communities in the province.
