Fulfilling gratitude toward national contributors

ĐBP - Over the past years, implementing preferential policies for national contributors with the revolution has always been identified by the province as an important responsibility reflecting the fine national tradition of “When drinking water, remember its source.”

Synchronously deployed regimes and policies have contributed to enhancing the material and spiritual lives of national contributors and policy beneficiary families.

In mid-August, Mường Thanh ward organized a ceremony to posthumously confer the State honorary title “Heroic Vietnamese Mother” upon mother Nguyễn Thị Quy in Bó Hóng village. Her husband, Nguyễn Văn Hồng, sacrificed his life during the war of resistance against French colonialists and was recognized by the State as a martyr in 2024; her child, martyr Nguyễn Thị Yến, sacrificed her life in 1972 and was recognized by the State in 1973. Although mother Quy has passed away, the sacrifices of the mother and her family members remain the pride of her family and homeland. Mother Quy’s family carries a revolutionary tradition, with multiple members having dedicated their youth to the Fatherland. Her son, Nguyễn Xuân Lăng, is an injured soldier with a 61% disability rate; his wife, Nguyễn Thị Loan, formerly served in combat-ready militia forces and was awarded the title “Valiant Soldier against American Aggressors.” Nguyễn Thị Loan shared that during the process of finalizing the dossier requesting the posthumous conferral of the “Heroic Vietnamese Mother” title, the family received attentive guidance and support from local authorities and functional agencies, allowing procedures to be completed swiftly and smoothly. As a war veteran, a relative of martyrs, and a family member of a Heroic Vietnamese Mother, her household receives annual visits and gifts from delegations, leaders, and mass organizations ranging from the provincial level to the ward on holidays and Tết, which brings great warmth to the family.

For Nguyễn Văn Hoa, an injured soldier with a 61% disability rate residing in Hòa Bình hamlet, Sam Mứn commune, such care delivers joy and warmth. Over past years, he and other policy families across the locality have received full entitlements in accordance with regulations, noting that having their contributions and sacrifices remembered is deeply valuable.

In Điện Biên, preferential policies for national contributors are implemented across diverse spheres. On the occasion of the 79th anniversary of War Invalids and Martyrs’ Day, the entire province organized visits and presented 3,656 gifts to policy families, with a total value of more than VND 1,760 million. The Department of Home Affairs actively provided guidance and coordinated the complete and prompt implementation of regimes for national contributors and their relatives, ensuring disbursements were delivered to the correct beneficiaries, on schedule, and in accordance with regulations. Monthly allowances were provided to 959 recipients, with total funding exceeding VND 3.4 billion per month.

Care for national contributors and policy families is concretized through activities such as housing support, rehabilitation and recuperation nursing care, health insurance, provisions of assistive equipment and orthopedic devices, and preferences in education and training. Over the past 5 years, rehabilitation and health recuperation nursing care has been organized on a rotational basis for over 1,700 person-times at the provincial national contributors Nursing Center and at private homes, with 100% of eligible meritorious persons receiving nursing benefits according to regulations.

Along with state budget resources, community contributions have provided practical assistance to policy beneficiary families. By August 10, the whole province received more than VND 1 billion in donations for the Gratitude Fund. Communes and wards utilized the fund and mobilized social capital to support the construction and repair of 3 charity houses for families of national contributors, with total expenditures exceeding VND 100 million. In 2025, the province completed the Housing Support Project for national contributors with the revolution and relatives of martyrs under Decision No. 21/2024/QĐ-TTg, supporting 155 households in constructing new homes or conducting repairs, with total funds exceeding VND 6,150 million.

To date, over 98% of policy households and meritorious families in the province enjoy living standards equal to or higher than the average living standard of residents in their places of residence. This provides the basis for all levels, branches, and localities in the province to continue reviewing, updating, and fully implementing new policies, guaranteeing the lawful rights of national contributors and their relatives. Lê Đình Tuyên, Deputy Director of the Department of Home Affairs, stated that the newly amended and supplemented Ordinance on Preferential Treatment for national contributors incorporates numerous policies, especially concerning support levels and nursing frequencies, creating conditions to care for meritorious persons even better. The Department of Home Affairs will promptly update guiding documents regarding new policies to disseminate to agencies, units, and localities, while stepping up inspection, supervision, and follow-up to ensure timely execution for the proper beneficiaries and in accordance with regulations.

Caring for national contributors is a regular, long-term responsibility that cannot be measured merely by material value. Every fully implemented policy, every repaired home, every presented gift, and every shared family circumstance contributes to preserving the principle of “When drinking water, remember its source.” That is also the way Điện Biên demonstrates its gratitude for the contributions and sacrifices made by earlier generations.
