Mường Pồn commune recently held a dialogue conference between the commune People’s Committee chairman and local residents. The event was attended by representatives of the Party committee, local government, agencies, organizations and villages across the commune. A total of 17 comments and requests were raised, focusing on practical concerns such as community cultural centers, domestic water supplies, roads, electricity, benefits and policies for village-level personnel, and support for production.
At Pá Trả village, Hờ A Chứ, Head of the village’s Vietnam Fatherland Front Working Committee, called on the commune to invest in toilet facilities, a water storage tank and a covered area for the playground at the community cultural center. These facilities are needed to ensure suitable conditions for meetings and community activities, particularly when residents gather for village events.
In response, the commune People’s Committee assigned its Economic Division to take the lead, in coordination with the village management board, in assessing existing conditions and investment needs, exploring potential funding sources and allocating capital in accordance with regulations. The village management board was tasked with informing and encouraging residents to donate land to provide space for expanding the cultural center. The review and submission of recommendations must be completed in October 2026.
Hờ A Chứ, Head of the Pá Trả village Vietnam Fatherland Front Working Committee, said: “Through dialogue, we hope to bring the village’s difficulties to the attention of local authorities and receive clear information about how they will be addressed. This is also an opportunity for residents to express their aspirations directly and better understand the work being carried out locally. We hope our requests will continue to receive attention and be resolved so that living conditions can improve.”
At Púng Giắt village, Lò Văn Hùng, Head of the village’s Veterans Association chapter, called for clarification of a landslide near the Huổi Vang Hydropower Reservoir that occurred in May 2026. According to residents, the incident could threaten the residential land, rice fields and crops of 15 households.
Residents want the cause and extent of the damage, as well as the responsibilities of the parties involved, to be established. They also seek clarification on the possibility of compensation and plans to build a protective embankment around the landslide area.
The matter is complex because it directly affects residents’ property, livelihoods and safety. An on-site inspection and a review of relevant records are therefore necessary before any conclusions can be reached.
The commune People’s Committee assigned its Economic Division to coordinate with Huổi Vang - Thành Bưởi Hydropower Joint Stock Company, relevant higher-level technical agencies and other concerned units to inspect the site, review land records and project boundaries, assess the current landslide conditions, identify affected households, and determine the causes and responsibilities of the parties involved.
Based on the inspection findings, the commune will provide Púng Giắt residents with a written response in October 2026. Matters beyond the commune’s authority will be reported to and submitted to the competent authorities for consideration.
Experiences in Pá Trả and Púng Giắt show that dialogue helps local authorities understand residents’ concerns and aspirations, identify priorities and determine appropriate solutions. Assigning specific responsibilities, tasks and deadlines demonstrates that residents’ requests are not merely recorded at meetings but are linked to follow-up action. This also gives residents a basis for monitoring and supervising progress.
Nguyễn Văn Lương, Chairman of the Mường Pồn commune People’s Committee, said dialogue allows local authorities to listen directly to residents and understand their difficulties, obstacles and legitimate aspirations. Issues within the commune’s authority should be addressed proactively; matters requiring verification must be clarified with specific deadlines; and issues beyond its authority must be promptly reported to the competent authorities.
“This provides a basis for ensuring that residents’ requests receive substantive and transparent consideration, with the agencies and organizations concerned held accountable,” he said.
According to Notice No.5132/TB-UBND, issued by the Mường Pồn commune People’s Committee on October 1, 2026, 6 of the 17 comments and requests raised at the conference received clear answers on the spot. Another 10 require further inspection, review and follow-up action, while one requires verification and a written response.
The guiding principle is clear: “Issues that have been clarified must be addressed promptly; outstanding obstacles must be tackled decisively; and matters beyond one’s authority must be proactively reported to the competent authorities rather than allowed to drag on.”
The effectiveness of dialogue depends not only on listening but also on taking responsibility for resolving residents’ requests through to completion. When people’s concerns are considered seriously and addressed in a timely manner, trust and consensus are strengthened, helping build a grassroots administration that stays close to the people and serves their interests.
The experience of Mường Pồn commune demonstrates that dialogue can fulfill its purpose only when residents’ requests are translated into concrete tasks, assigned to clearly accountable parties and monitored until they are resolved. Listening carefully, providing thorough explanations and keeping residents informed of progress will help improve administrative effectiveness, strengthen public consensus and build a government that stays close to the people, respects them and serves them.
