These achievements provide a foundation for the provincial Study Promotion Association to continue renewing its approach and improving the quality of its activities, with the aim of building a learning society in the 2026-2031 period.
With leadership and guidance from Party committees and authorities at all levels, coordination with the education and training sector, political and social organizations, and support from the wider community, study promotion and lifelong learning initiatives across the province have achieved positive results during the past term. The movement has gradually gained depth, encouraging students to overcome difficulties and strive for success while fostering a spirit of lifelong learning within families, clans, communities and organizations.
Every year, study promotion associations at all levels guide local branches and members in registering for learning-community models, organize training courses for association officials, and assess, review and recognize qualifying models. By the end of 2024, the province had recognized 91,810 households as “Learning families,” accounting for 61.92%; 752 clans as “Learning clans,” accounting for 63.73%; more than 86% of villages, hamlets and residential groups as “Learning communities”; and nearly 100% of organizations as “Learning organizations.”
For the “Learning citizen” model, the recognition rate reached 45.1% among farmers, 56% among workers and handicraft workers, more than 92% among officials, civil servants and public employees, and nearly 100% among school and university students. In 2025, participants in these learning models continued registering to meet or exceed the targets set out in the provincial People’s Committee’s plan. These figures show that lifelong learning is gradually taking root among different segments of the population, from production workers to public-sector personnel and, especially, the younger generation.
Alongside the development of learning models, community learning centers continue to bring knowledge closer to residents. Their diverse programs cover general education, the transfer of scientific and technological advances, vocational training, legal education, sex education, the prevention of social ills, and cultural and sporting activities, attracting hundreds of thousands of attendances.
Study promotion and academic support in schools have also been strengthened to encourage the “Teach well, learn well” movement and create green, clean and beautiful school environments. Study promotion associations at all levels have actively mobilized organizations, individuals and benefactors to provide school facilities, semi-boarding facilities, accommodation for teachers, learning supplies, warm clothing and blankets, and other essential items for students. Support totaling tens of billions of Việt Namese dong has helped improve teaching and learning conditions for teachers and students, particularly in remote, isolated and border areas.
Despite facing considerable challenges, the provincial Study Promotion Fund has received support from numerous organizations, institutions, sponsors and individuals. The fund has spent more than VND 1.2 billion supporting students from disadvantaged backgrounds, more than VND 1.8 billion rewarding outstanding students at the provincial level, and more than VND 151 million recognizing students who excelled at the national level. It has also provided scholarships to students with outstanding academic records and more than VND 2.2 billion in support for teachers, among other forms of assistance.
The movement’s reach is also reflected in specific programs run by provincial departments and organizations. These include the “Điện Biên Police foster children” program operated by the provincial police; the “Supporting children on their way to school - Border guard foster children” program run by the provincial Border Guard Command; and the “For you to learn” program organized by the Military Industry-Telecoms Group (Viettel). These initiatives have provided practical support for children facing hardship while spreading compassion and a sense of responsibility toward the community.
Nguyễn Mạnh Quân, Vice Chairman of the provincial Study Promotion Association, said the movement to promote learning, reward academic achievement and build a learning society had gained considerable momentum. It had not only fostered a love of learning and raised awareness among officials and residents of the importance of lifelong education, but also strengthened connections between families, schools and society, encouraging individuals to take the initiative in learning, self-improvement and developing their knowledge and skills.
For the 2026-2031 term, the provincial Study Promotion Association has set several key targets. These include establishing association branches in 100% of villages, hamlets, residential groups, government agencies and schools; ensuring that at least 40% of commune-level associations perform well each year, with the remaining associations rated satisfactory or better and none performing poorly; expanding membership to 30% of the province’s total population and more than 50% of residents aged 15-60; and continuing to effectively assess and recognize the “Learning family,” “Learning clan,” “Learning community,” “Learning organization” and “Learning citizen” models.
The association also aims to diversify funding sources and ensure that study promotion funds are managed openly, transparently and for their intended purposes. It will provide all members with knowledge of green lifestyles and digital skills, while working toward ensuring that 100% of learning families, clans, communities and organizations receive basic digital literacy education.
To achieve these goals, the provincial Study Promotion Association will continue to renew its activities and operating methods while strengthening its advisory role with Party committees, authorities and the Việt Nam Fatherland Front to create favorable conditions for expanding study promotion and lifelong learning initiatives.
It will also step up communications to raise awareness among officials and members, develop effective learning models across communities, mobilize social resources for study promotion funds, and encourage broader participation in activities that support learning and academic achievement.
Guided by the motto “Solidarity, Democracy, Innovation and Development,” the association is committed to building a strong organization and delivering effective programs that contribute to educational development. It will work alongside the province’s ethnic communities to achieve socioeconomic development goals and help make Điện Biên increasingly prosperous and strong.
