Immediately following its establishment, Nậm Kè commune swiftly stabilized its organization, consolidated its apparatus, and brought management and administrative operations into order. Clearly demarcating functions, duties, authorities, and responsibilities for each department and individual established the basis for the new governance apparatus to operate cohesively and smoothly.

Nguyễn Tiến Thành, Chairman of the Nậm Kè commune People’s Committee, stated: To elevate the validity and efficiency of grassroots-level governance operations, the commune focuses on enhancing the quality of the cadre and civil servant contingent. It tightens administrative discipline and order; innovates management and administrative methods toward openness, transparency, and closeness to the people; and proactively listens to, grasps the sentiments and aspirations of the public, and promptly resolves issues emerging from the grassroots. Through this, it adopts citizen satisfaction as the benchmark of operational quality, contributing to building a government of integrity, responsibility, and smooth, effective operation, thereby consolidating the people’s trust.

The apparatus across the 45 communes and wards in the province has been operating stably and smoothly, ensuring the continuous execution of political tasks without interrupting management, administration, and public service activities. Notably, administrative reform is identified as a breakthrough stage, contributing to elevating the validity and efficiency of grassroots-level governance operations, progressively innovating service methods toward openness, transparency, and professionalism, centered on citizens and enterprises.

Mường Ảng commune currently has 405 valid administrative procedures under the commune-level resolution jurisdiction. Among these, 296 procedures are provided via end-to-end online public services, and 109 procedures are provided partially online, facilitating citizens and organizations to proactively access, look up, and execute administrative procedures. In the first 9 months of 2026, Mường Ảng received 985 dossiers, achieving a 100% digitization rate for administrative procedure resolution results; the rate of online dossiers processed before deadlines reached 100%. The satisfaction rating among citizens and enterprises when utilizing online public services reached a perfect 18/18 score.

Đỗ Thị Thủy, Deputy Director of the Mường Ảng commune Public Administrative Service Center, stated: “During task execution, cadres always uphold a high sense of responsibility, proactively assisting and guiding citizens in completing dossiers, especially those with limited technological skills. This helps shorten administrative procedure resolution times, enhances openness and transparency, and creates conveniences for citizens and enterprises when coming to transact.”

“I find resolving administrative procedures nowadays much more convenient. Cadres guide us enthusiastically and specifically through every step, especially when performing procedures on mobile phones and online public services. Consequently, citizens do not have to travel back and forth multiple times, saving time and effort. These changes help us access administrative services much more easily,” shared Lò Văn Tỉnh from Cói Bánh village, Mường Ảng commune.

During the deployment of the two-tier local governance model, Điện Biên province closely adheres to the leadership and direction of the Party Central Committee, the National Assembly, the Government, and central ministries and sectors; while harnessing the synchronous and resolute engagement of the entire political system. Efforts to reorganize and consolidate the organizational apparatus are deployed hand in hand with reviewing functions and duties, accelerating decentralization and devolution of power, and appropriately placing the contingent of cadres, civil servants, and public employees. This step-by-step remedies overlapping and duplicative task execution; elevating the proactivity and accountability of governments at all levels. Administrative reform and digital transformation are intensified; the procedures for receiving and resolving administrative applications are increasingly simplified, aimed at serving citizens and enterprises swiftly, conveniently, and effectively.

Building strong grassroots-level governance contributes to elevating the people’s living standards. The province’s GRDP for the first 9 months of 2026 was estimated at VND 23,721 billion, up 9.81% over the same period last year; the third quarter alone surged by 11.67%. State budget revenue collection yielded positive results; by October 23, it reached 123.61% of the estimate assigned by the Prime Minister. Public investment capital disbursement by October 22 reached 75.8% of the plan assigned by the Prime Minister, contributing to accelerating the deployment progress of works and projects and unblocking development resources.

Building strong grassroots-level governance is a long-term task requiring determination and synchronization in leadership, direction, and execution organization. Centered on consolidating the organizational apparatus, elevating cadre quality, accelerating administrative reform and digital transformation, and upholding the people’s right to mastery, Điện Biên is progressively building a modern, professional, valid, and effective administration.
