Through this, difficulties are promptly untangled, resources are unblocked, and substantive transformations are generated across each sector, domain, and locality, striving to fulfill the set growth target.
Substantiating the growth scenario
According to a report by the provincial People’s Committee, in the first 9 months of 2026, the province’s gross regional domestic product (GRDP) reached VND 23,720.98 billion, up 9.81% over the same period last year. In the third quarter alone, the province’s GRDP grew by 11.67%, ranking 8th out of 63 provinces and cities in terms of growth rate.
These outcomes demonstrate that the province’s economy maintains positive development momentum, creating a foundation for continued acceleration in the closing months of the year. However, the 11.02% full-year growth target remains a monumental challenge. According to calculations, 2026 GRDP must reach approximately VND 33,841.29 billion; meanwhile, after 9 months, GRDP value had only reached VND 23,720.98 billion. Thus, the fourth quarter needs to generate approximately VND 10,120.31 billion, requiring a growth rate of around 13.97% year-on-year.
At the 18th Conference of the Executive Board of the provincial Party Committee held on October 2, Secretary of the provincial Party Committee Trần Tiến Dũng emphasized the requirement for the entire political system, departments, sectors, and localities to continue vigorously innovating approaches, enhancing coordination, and acting resolutely in implementation. Regarding the growth mandate, the province needs fresh, breakthrough approaches; concentrating on developing processing and manufacturing industries, trade, services, and tourism; and accelerating the progress of public investment projects, particularly key infrastructure works. Simultaneously, efforts must increase the attraction of off-budget capital, foreign direct investment (FDI), and resourceful investors.
Substantiating the provincial Party Committee’s orientation, on October 6, the provincial People’s Committee issued Plan No.8888/KH-UBND on executing the growth scenario for the fourth quarter and the entirety of 2026. The plan identifies specific targets and indicators for each sector and economic zone; demanding the maximum exploitation of growth headroom, accelerating implementation progress and investment capital disbursement, and striving to disburse 100% of the assigned capital plan. Concurrently, focus is placed on untangling difficulties and bottlenecks for off-budget investment projects, accelerating progress for projects capable of completion and commissioning; and synchronously deploying budget revenue collection solutions, effectively exploiting unexhausted revenue sources, especially large-proportion revenue streams.
Based on the province’s growth scenario, each sector and domain proactively reviews its capacity to contribute to growth, identifies lagging indicators, and pinpoints ineffectively exploited resources to concentrate on resolving them.
Realities show that the province’s growth headroom still lies within sectors possessing potential yet unexploited commensurately, including tourism and services. In the first 10 months of 2026, Điện Biên welcomed 1.447 million tourist arrivals, up 20% year-on-year, reaching 90.4% of the annual plan. Tourism revenue is estimated at VND 2,627 billion, up 19% compared to the same period in 2025, reaching 91.2% of the plan. Although indicators reflect robust increases, this result imposes an imperative to continue harnessing potential and generating added growth momentum in the remaining time of the year.
Trần Hải Hà, Director of the Department of Culture, Sports and Tourism, stated: “In the closing months of the year, the sector concentrates on organizing several large-scale events to attract domestic and international tourists; expanding the international tourist market, linking tours and routes, and deploying tourism demand-stimulation programs. The sector is also connecting travel agencies, accommodation facilities, restaurants, and transport units to deploy demand-stimulation programs in November and December, while supporting the fulfillment of orders and contracts forged through trade fairs and October promotion activities.”
Proactively exploiting headroom and deploying solutions to generate additional revenue demonstrates that each specific sector and unit is substantiating the spirit of innovation and creativity in executing tasks. Every task is tied to growth targets, concentrating on untangling difficulties and bottlenecks, and elevating the efficiency of contributions to the province’s economic development.
Resolute action from the grassroots level
If at the provincial level, innovating leadership methods is reflected through substantiating the growth scenario and identifying development drivers, at the grassroots, execution efficiency is clearly demonstrated by the capacity to resolve specific issues obstructing project progress, production, and business.
Điện Biên Phủ ward is deploying 19 vital investment projects, particularly off-budget investment projects. By October 30, numerous projects had achieved positive progress. To accelerate project progress, the ward focuses on directing site clearance work, identifying this as one of the tasks demanding synchronous engagement from the entire political system.
Nguyễn Quang Hưng, Member of the Standing Board of the provincial Party Committee, Secretary of the Party Committee, and Chairman of the People’s Council of Điện Biên Phủ ward, stated: “We mobilized the Fatherland Front, mass organizations, Party cell secretaries, and residential group leaders to participate in implementation; established an organizing committee, a land-origin verification team, and communication task forces. Ward cadres regularly visit residential groups to meet, exchange views, and answer issues of public concern; establishing Zalo groups with households within site clearance zones to conduct direct dialogues. This approach helps the locality enhance two-way communication, promptly handling concerns and bottlenecks, thereby forging public consensus.”
Similarly, Mường Thanh ward tethers growth mandates to each agency and unit alongside regular progress-tracking mechanisms. During the first 9 months of the year, the ward’s industry and construction sector reached VND 117.6 billion, equating to 148% of the third-quarter target; the trade and services sector reached VND 256.2 billion, equating to 112% of the third-quarter target. The indicators in the growth scenario fundamentally met and exceeded the province’s assigned plans; however, execution progress across domains remains uneven, and several indicators remain low compared to the annual plan.
The Standing Board of the ward Party Committee continues directing the ward People’s Committee to concentrate on untangling difficulties, accelerating execution progress, and striving to complete 2026 targets. Nguyễn Văn Hưng, Chairman of the Mường Thanh ward People’s Committee, stated: “Based on the quarterly growth scenario, the ward assigned agencies and units in charge of each specific indicator. In total, there are 20 indicators, encompassing both primary responsibilities and coordinating roles. Agencies and units assigned tasks must report execution progress weekly and monthly. Through this, the Party committee and administration secure a basis to grasp the situation, promptly direct the handling of difficulties, and adjust methods suited to reality.”
The 11.02% growth target is a challenge, yet simultaneously a driving force for Điện Biên to continue innovating leadership methods, elevating administrative efficiency, and organizing execution. With the determination to untangle bottlenecks, unblock resources, and translate guidelines into reality, the province is step-by-step realizing its growth target, heading toward rapid and sustainable development.
