Mường Lạn commune has two resettlement sites, in Món Hà and Lịch Cang villages, with a total of 76 households subject to land and property inventories: 67 in Món Hà and 9 in Lịch Cang. As of November 2, 2026, authorities had verified the land origins of 37 of the 67 households in Món Hà and advanced VND 195 million to 33 households. In Lịch Cang, land origins had been verified for all 9 households, with advances paid to two. To date, 100% of the land at both resettlement sites has been handed over to the construction contractor for site clearance and leveling.
Lò Thị Thoản, a resident of Lịch Tở village in Mường Lạn commune whose family must relocate to make way for the expressway, said her family had agreed to the compensation and support plan. Seeing machinery deployed to level the resettlement site had brought joy to her and other affected households. They hope the project will be completed soon so they can move into more spacious, modern homes and stabilize their lives.
Public consensus is an important condition for accelerating land clearance and minimizing difficulties during project implementation. However, to help residents settle in their new homes as soon as possible, land-origin verification, completion of compensation and support plans, and infrastructure construction at each resettlement site need to proceed in a coordinated manner.
In Mường Phăng commune, compensation payments have been completed for households and an organization whose land was acquired at the Lọng Luông village resettlement site. All 10 households and one organization have received compensation and handed over 2.101 hectares of land, with total payments of VND 4.406 billion. With the site cleared, the contractor has begun leveling the ground, casting drainage-channel components and installing curbs.
Lầu A Vư, a resident of Lọng Luông village, had more than 2,000 square meters of rice fields acquired for the project. After being informed of the compensation and support plan, his family agreed to hand over the land, enabling the commune to proceed with construction of the resettlement site. Vư said: “I hope the resettlement site will be completed soon so that affected households have somewhere new to live, can gradually stabilize their lives and feel secure in their work and production.”
Meanwhile, preparations for the Xôm village resettlement site in Mường Phăng commune are continuing. The compensation and support plan for 40 households and one organization, involving approximately 2.1 hectares of land to be acquired and total funding of around VND 5.4 billion, has been publicly posted.
Under the plan, the compensation package is expected to be approved and payments made to residents on November 13, 2026. Public disclosure of the compensation and support plan enables residents to understand their rights and obligations and provides a basis for discussion and feedback before approval by the competent authorities. This is an essential step in helping the commune prepare the site and minimize disruption to construction progress.
The newly added Cói Bánh resettlement site in Mường Ảng commune has seen 50 land parcels surveyed and registered to their owners, with land origins verified for 39. Along the main route, 383 parcels have been surveyed and registered, land origins verified for 165, and 23 parcels inventoried. The work completed highlights the need for continued close coordination among the project owner, technical agencies and local authorities to accelerate progress while safeguarding the rights of landowners whose property is acquired.
According to a representative of the provincial Traffic Construction Project Management Board, the board will focus on land clearance at resettlement sites to ensure progress in line with the plan. It will also coordinate with commune-level People’s Committees on public communication, surveying, inventorying and verifying the origins of land within the road corridor, ensuring that residents’ lawful and legitimate rights and interests are protected.
Alongside land clearance, the board is carrying out procedures to select consulting contractors, appraise and approve construction drawings for bridges and access roads connecting to the Món Hà village resettlement site, as well as cultural houses at resettlement sites in Mường Lạn and Mường Phăng communes. Completing these procedures and selecting construction contractors in parallel with land clearance will help bring the planned works into implementation as soon as possible.
