Presiding over the meeting were comrades Lê Văn Lương, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; Lò Văn Cương, Member of the Standing Board of the provincial Party Committee and Permanent Vice Chairman of the provincial People’s Committee; and Nguyễn Minh Phú and Nguyễn Văn Đoạt, Vice Chairmen of the provincial People’s Committee.
According to a report from the Department of Finance, the total state budget investment capital plan assigned to the province by the Prime Minister in 2026 stands at more than VND 4,937 billion. To date, the province has allocated detailed plans for more than VND 5,052 billion, reaching 102.33% of the plan assigned by the Prime Minister and 96.52% of the plan assigned by the province. The remaining central budget capital that has not been allocated in detail exceeds VND 182 billion, primarily under national target programs.
Cumulative disbursement up to August 31 reached more than VND 2,681 billion, equivalent to 54.30% of the plan assigned by the Prime Minister. By September 30, the estimated disbursement value will reach more than VND 2,862 billion, equivalent to nearly 58% of the plan.
Notably, up to the end of August 31, 9 multi-level ethnic boarding general school projects across border communes disbursed more than VND 1,119 billion, achieving 63.43% of the plan.
Under the growth scenario for the third quarter of 2026, the third-quarter GRDP target at constant 2020 prices exceeds VND 8,196 billion. Estimated realization for July reached more than VND 2,509 billion, and August reached more than VND 2,714 billion; cumulative realization for the first 2 months of the quarter reached more than VND 5,223 billion, equaling 63.74% of the quarterly target.
Among 20 level-I economic sectors, 11 sectors met or exceeded schedule, 3 sectors basically adhered to schedule, and 6 sectors remained lower than required. In particular, the agriculture, forestry, and fishery sector continued to serve as a bright spot, achieving 82.11% of the third-quarter target; the industry and construction sector achieved 68.68%.
Delegates focused on analyzing difficulties and obstacles affecting the disbursement progress of public investment capital and economic growth results. Concurrently, they proposed solutions to resolve bottlenecks and accelerate disbursement progress during the final months of the year.
The meeting clarified reasons regarding sectors and fields performing below the projected scenario and discussed solutions to accelerate progress, striving to accomplish growth targets for the third quarter and the entire year of 2026.
Delivering the concluding remarks at the conference, Chairman of the provincial People’s Committee Lê Văn Lương requested departments, branches, and localities to continue focusing intensely and decisively executing the growth scenario; to follow assigned targets and tasks closely; and to exploit potentials and advantages effectively.
For targets that still possess growth headroom, units must proactively strive to exceed plans, creating additional momentum to drive the province’s overall growth. For sectors and fields falling short of requirements, including the group of targets under the Party, mass organizations, and education blocs, the Chairman of the provincial People’s Committee assigned the Department of Finance to take the lead in drafting documents for the Chairman of the provincial People’s Committee to consider and sign, assigning specific targets and tasks to each agency and unit to serve as a basis for organization, inspection, and evaluation.
Regarding the disbursement of public investment capital, the Chairman of the provincial People’s Committee requested project owners and localities to urgently review and complete dossiers and procedures, remove bottlenecks, and accelerate disbursement progress. Communes and wards must proactively coordinate with relevant departments and branches to resolve difficulties promptly, particularly regarding allocated funds that have not been deployed.
Following the conference, project owners, communes, and wards will establish commitments, register schedules, and submit maximum achievable disbursement volumes to the Department of Finance for synthesis, monitoring, and advisory direction.
