To exploit this headroom effectively, the province concentrates on improving infrastructure, upgrading digital skills, and tightening oversight over online business activities.
In 2026, the province sets the target of significantly improving the E-commerce Business Index (EBI), striving to elevate its ranking into the country’s upper-middle group. To realize this goal, Điện Biên will provide digital business skill training and coaching for 100 to 150 turns of enterprises, cooperatives, household businesses, students, and management cadres, raising the proportion of businesses applying e-commerce to 60 - 65%. Organizing cashless payment fairs will contribute to elevating the rate of non-cash payments in e-commerce to approximately 50 - 55%, gradually establishing digital consumption habits across the community.
Practice reveals that e-commerce is opening a new pathway in local product consumption. Rather than relying primarily on traditional brick-and-mortar markets and local consumption spheres, enterprises, cooperatives, and household businesses can access customers across many provinces and cities via e-commerce platforms and social networks. Receiving support to participate in digital platforms has helped many enterprises and cooperatives shift their methods of advertising, product showcasing, and off-take. While products were formerly delivered mainly to conventional retail channels and consumed gradually in adjacent markets, remote customers can now access items online the moment a cooperative releases a new product.
Phan Thị Hạnh Dung, from the Điện Biên Agricultural Products Processing and Trading Cooperative in Điện Biên Phủ ward, stated that digital platforms have enabled the cooperative to broaden its market without depending heavily on conventional sales channels. Distant customers can quickly discover and order products such as Hạnh Dung canna noodles, brown rice chicken noodle soup (phở gà gạo lứt), and brown rice noodles. Participating in training courses organized by the Department of Industry and Trade and the provincial Cooperative Alliance helped her cooperative focus more on advertising and introducing products across e-commerce platforms and social media. Many members have learned how to sell on these platforms, thereby gaining more opportunities to boost income, escape poverty, and achieve prosperity.
Beyond supporting production establishments in expanding markets, e-commerce also contributes to bringing Điện Biên agricultural produce closer to consumers. To develop e-commerce infrastructure and improve service quality for local residents, the province and the Vietnam Post Corporation signed a Cooperation Agreement for the 2026 - 2030 period. Accordingly, Vietnam Post leverages its agricultural e-commerce platform and extensive distribution network to support the consumption of OCOP items and local signature products; builds storefronts; and organizes displays and promotions for local goods. Concurrently, it invests in developing transshipment hubs and logistics warehouses to gather farm produce, particularly in remote, isolated, and border areas.
Similarly, the provincial Investment, Trade, and Tourism Promotion Center coordinated to organize the “Điện Biên Agricultural Produce Journey” mega livestream session. This was the first time Điện Biên province held a mega livestream to introduce and promote a wide variety of agricultural produce, OCOP items, local specialties, and traditional craft village products such as Thanh An sweet potatoes, canna noodles, crispy dried glutinous corn, macadamia nuts, kitchen-hung dried meat, Séng Cù rice, upland sticky rice, chẩm chéo seasoning salt, coffee, and tea. With the participation of numerous content creators, the mega livestream generated a positive response in farm produce promotion. As a result, 6,900 orders were closed successfully, helping farmers sell 30 tons of sweet potatoes and several other OCOP items during the live session itself.
Nevertheless, e-commerce in Điện Biên continues to face substantial challenges. Human resources at enterprises and dedicated e-commerce staff in state management agencies remain in short supply; the province lacks preferential policies to attract and remunerate e-commerce personnel. Information technology infrastructure and e-commerce transaction capabilities remain constrained. Many remote, mountainous pockets lack electricity, and the smartphone adoption rate among residents remains low, impacting connectivity and e-commerce growth. Meanwhile, the rapid surge in online buying and selling activities demands heightened management and consumer rights protection.
In response, the Market Surveillance Sub-department has instructed its subordinate market surveillance teams to intensify reviews and inspections of sales e-commerce websites and e-commerce service platforms headquartered in the province regarding statutory compliance. Teams are also reviewing sales channels across social media platforms such as Facebook, Zalo, TikTok, and Telegram, while strengthening coordination with related functional forces and deploying professional operational measures synchronously to monitor transport units, social media accounts with large follower bases, and businesses engaged in e-commerce activities.
E-commerce plays an essential part in bringing products onto the digital space effectively, yet it demands synchronization extending from infrastructure, human resources, and payment methods to logistics, product quality, and market surveillance. Once these links are progressively completed, e-commerce will serve as an indispensable channel helping Điện Biên’s agricultural produce, OCOP items, and local specialties broaden markets, upgrade value, and sharpen competitiveness.
