The total state budget-funded investment capital allocated to Điện Biên in 2026, including capital carried over from previous years, exceeds VND 6.72 trillion. Of this, VND 5.3875 trillion is public investment capital, while VND 1.33278 trillion is non-public investment capital. As of August 25, more than VND 6.237 trillion had been allocated in detail, equivalent to 92.81% of the plan.
As of August 25, the province had cumulatively disbursed VND 3.0623 trillion, equivalent to 54.2% of the allocated capital. Public investment capital accounted for 58.21%, while non-public investment capital stood at 39.31%. According to data compiled by the Ministry of Finance, Điện Biên ranked ninth among 34 provinces and centrally governed cities in terms of public investment disbursement. The results reflect positive progress at all levels and among project owners. At the provincial level, 9 of 15 agencies recorded disbursement rates at or above the provincial average, while at the commune level, 10 of 20 communes and wards met or exceeded the average.
Among agencies allocated large amounts of capital, the Management Board for Civil and Industrial Construction Projects is one of those with a relatively high disbursement rate. In 2026, the board was assigned a total capital plan of more than VND 3 trillion. As of August 25, the actual amount allocated stood at VND 2.99 trillion, including carried-over capital. Cumulative disbursement reached nearly VND 1.771 trillion, or 59.2% of the plan, ranking fifth in the province.
To ensure disbursement progress, the Management Board for Civil and Industrial Construction Projects proactively developed an implementation plan from the beginning of the year, clearly defining timelines for each project and each funding source. It has regularly conducted on-site inspections to promptly identify difficulties and obstacles arising during implementation. For projects with substantial completed workloads, the board has required contractors to mobilize sufficient personnel and equipment and organize construction efficiently, while accelerating acceptance procedures and completing payment documentation so that payments can be made as soon as work volumes are completed.
Since early July, in particular, the board has stepped up efforts to urge contractors and relevant agencies to accelerate construction and complete acceptance and payment documentation for nine multi-level boarding schools in border communes that began construction in 2025. As of August 25, disbursement rates for these projects ranged from 49.75% to 71.3% of their allocated capital plans.
Vũ Văn Ngọc, Director of the Management Board for Civil and Industrial Construction Projects, said: “The pressure to disburse capital will be extremely high from now until the end of the year, while little time remains for implementation. Therefore, the board has determined that it must move from general urging to closely monitoring each project, each construction site and each specific milestone. Wherever work has been completed, acceptance and payment procedures must be carried out accordingly. At the same time, we will work closely with local authorities, contractors and relevant agencies to promptly resolve emerging obstacles, accelerate implementation and increase the disbursement rate.”
According to Vũ Văn Ngọc, for the nine multi-level boarding school projects in border communes, the board is mobilizing maximum resources to ensure construction progress, striving to complete project components as scheduled while ensuring timely disbursement of the allocated capital. In addition, the board will continue to address difficulties and accelerate other key projects, including the rural electrification project under the Lighting up Điện Biên program. The overarching goal is to ensure that allocated funds are promptly put to use, avoiding situations where funds sit idle awaiting projects or projects are held up by procedural delays. The province aims to fully disburse 100% of the capital allocated for 2026.
Over the past eight months, the Management Board for Agricultural and Rural Development Projects disbursed VND 195.22 billion out of VND 542.595 billion, equivalent to 36% of its capital plan, ranking 10th among 15 provincial-level agencies. The result falls short of expectations and places significant pressure on the project owner to accelerate implementation and capital disbursement during the remaining months of the year.
In response, the Management Board for Agricultural and Rural Development Projects has reviewed the progress of each project, identified the remaining workload and assessed disbursement capacity in order to develop appropriate management measures. Projects with the potential to complete substantial workloads will be prioritized for resources, while contractors will be urged to increase shifts and accelerate construction. At the same time, the board is expediting acceptance procedures and completing payment documentation as soon as work volumes are completed, minimizing delays caused by administrative procedures.
Nguyễn Thái Bình, Director of the Management Board for Agricultural and Rural Development Projects, said: “There is little time left in the year, while a large amount of capital remains to be disbursed. Therefore, the board is focusing intensely on disbursement, closely monitoring the progress of each project and each contract package, and working with local authorities and contractors to immediately address any difficulties or obstacles that arise.”
Alongside accelerating construction, the Management Board for Agricultural and Rural Development Projects is focusing on removing bottlenecks related to site clearance, acceptance documentation and payment procedures. It is also strengthening on-site inspections and requiring contractors to prepare detailed schedules and commit to specific work volumes on a weekly and monthly basis. Projects with strong disbursement potential will receive priority attention to generate completed work volumes, while projects facing obstacles will be classified according to the causes, with the responsibilities of each party clearly identified so that appropriate action can be taken.
“Work will be accepted and paid for as soon as it is completed, while progress will be regularly updated so that implementation plans can be adjusted promptly,” Nguyễn Thái Bình emphasized.
Recognizing public investment disbursement as an important driver of growth, Điện Biên will continue in the remaining months of the year to require project owners to accelerate construction, acceptance procedures and completion of payment documentation, particularly for multi-level school projects and other key projects. The province will also review the progress of individual projects, promptly remove obstacles and reallocate capital from projects with slow disbursement to those with stronger disbursement capacity, with the goal of fully implementing the 2026 capital plan.
Nguyễn Phi Sông, Director of the Department of Finance, said: “The department will take a proactive and flexible approach to managing the capital plan, promptly advising on the adjustment of capital allocations among projects and prioritizing resources for projects with strong disbursement capacity. This will improve the efficiency of capital use and contribute to achieving the 2026 disbursement target.”
