One of the focal contents considered by the Conference was the Pilot Scheme on establishing the provincial People’s Council Party Committee under the provincial Party Committee. According to the Scheme, the establishment aims to strengthen direct, regular leadership by the provincial Party Committee over the operations of the provincial People’s Council, while elevating the quality of deciding major local issues, supervision activities, voter outreach, and petitions work. The Party Committee is expected to have 2 subordinate Party organizations with 42 Party members; it will not establish specialized advisory and assisting bodies, and Party work tasks will be performed on a concurrent basis.
The Conference reviewed the Pilot Scheme on establishing the provincial Viet Nam Fatherland Front and Mass Organizations Party Committee under the provincial Party Committee. This model aims to unify the leadership focal point and reinforce direct, comprehensive leadership by the provincial Party Committee over Front work, socio-political organizations, mass associations, and mass mobilization work. According to the plan, the Party Committee will have 15 subordinate Party organizations with an expected total of 187 Party members, which includes 10 Party members transferred from the Commission for Commission for Publicity and Mass Mobilization of the provincial Party Committee.
Regarding the Scheme on adjusting functions and duties and renaming the Commission for Publicity and Mass Mobilization of the provincial Party Committee to the Commission for Publicity of the provincial Party Committee, the plan was formulated after the advisory functions and duties on mass mobilization work and 10 personnel quotas were transferred to the provincial Viet Nam Fatherland Front Party Committee. Renaming aims to reorganize the advisory body toward specialization in ideological, theoretical, propaganda, press, publication, cultural, artistic, public opinion, Party ideological foundation defense, and foreign information work.
Another important content presented at the conference was the report on adjusted and supplemented socioeconomic development targets for 2026. This serves as the basis for the Executive Board of the provincial Party Committee to assess and evaluate socioeconomic development targets and tasks, thereby reaching consensus on indicators aligned with practical realities and the province’s development requirements in the coming time.
Following discussions, the Executive Board of the provincial Party Committee voted to adopt the contents and draft Resolution of the 17th Conference of the 15th-tenure Executive Board of the provincial Party Committee. Among these, consensus was reached to approve the policy on piloting the establishment of the provincial People’s Council Party Committee and the provincial Fatherland Front and Mass Organizations Party Committee; renaming the Commission for Publicity and Mass Mobilization of the provincial Party Committee to the Commission for Publicity of the provincial Party Committee; and adopting amendments and supplements to the Working Regulations of the 15th-tenure Executive Board of the provincial Party Committee for the 2025 - 2030 term.
Delivering concluding remarks at the conference, provincial Party Committee Secretary Trần Tiến Dũng requested relevant agencies to urgently finalize the pilot schemes on establishing the provincial People’s Council Party Committee and the provincial Fatherland Front and Mass Organizations Party Committee; and advise on issuing regulations on the functions, duties, and organizational apparatus of the Commission for Publicity of the provincial Party Committee following its renaming, ensuring the new apparatus operates smoothly, effectively, and efficiently. The provincial Party Committee Office was requested to take the lead, coordinating with relevant bodies to conduct a final review of the Working Regulations to ensure proper jurisdiction, consistency with Central regulations and State laws, and absence of contradictory clauses; once issued, rigorous implementation must be organized down to each Party committee, agency, and unit. The overarching spirit is upholding democratic centralism while elevating the quality and speed of work processing.
Provincial Party Committee Secretary Trần Tiến Dũng required members of the Executive Board of the provincial Party Committee to uphold an exemplary role and stay closely engaged with assigned sectors and localities; each task must be concretized in detail, linking accountability with deliverables. KPI assessments in the coming time must be grounded in practical implementation outcomes, task completion levels, leadership, direction, and reporting responsibilities of each collective and individual.
