Trần Tiến Dũng, Member of the Party Central Committee, Secretary of the provincial Party Committee, Head of the provincial National Assembly Deputy Delegation, and Head of the Steering Committee, together with members of the Standing Board of the provincial Party Committee and Deputy Heads of the Steering Committee, chaired the meeting.

Under the 2026 motto “Breakthrough action, spreading outcomes,” the deployment of Resolution No.57-NQ/TW during the first 9 months of the year was implemented resolutely and synchronously by agencies and sectors across the province, generating distinct shifts across focal domains. The system of leadership and guidance documents, mechanisms, and policies was progressively completed, creating a foundation for the unified deployment of tasks regarding S&T, innovation, and digital transformation.

Out of 116 tasks implementing Resolution No.57-NQ/TW assigned by the central government on the tracking system, the province completed 55 tasks; 55 regular tasks continue to be maintained, and 6 time-bound tasks are being deployed on schedule. In addition, digital transformation recorded ongoing strides across all three pillars: digital government, the digital economy, and digital society. Several new technological applications, such as the Agricultural AI Assistant and the Medical Virtual Assistant, initially proved effective; the application of S&T in settling administrative procedures and delivering public services has become increasingly substantive.

Indicators regarding the contribution of S&T, innovation, and digital transformation to economic growth yielded positive results. The estimated contribution of S&T, innovation, and digital transformation to the province’s GRDP reached 16.5%; the proportion of digital economy value added in GRDP was estimated at over 16%; and the estimated contribution of total factor productivity (TFP) to economic growth reached 45%, step by step approaching the targets set for 2026.

At the meeting, representatives of departments and sectors reported and clarified the outcomes of task implementation within their designated sectors and fields, the progress of programs, projects, and tasks regarding S&T, innovation, and digital transformation, and exchanged views on difficulties and bottlenecks requiring concentrated resolution in the coming time. Opinions at the meeting also focused on proposing solutions to accelerate task progress, resolve difficulties concerning infrastructure, equipment, and resources, and strengthen data connectivity and sharing among agencies and units to ensure digital transformation tasks are deployed synchronously and substantively, effectively serving leadership, direction, administration, citizens, and businesses.

Concluding the meeting, provincial Party Committee Secretary Trần Tiến Dũng requested that in the coming time, tasks must be deployed faster, more resolutely, and more effectively. All levels and sectors must bring into play the accountability of heads of agencies, shifting decisively from a mindset of “carrying out tasks” to “delivering finished products and creating value,” clearly determining the responsibility, timeline, and outcome of each task.

The provincial Party Committee Secretary requested concentrating on building, standardizing, and cleaning data under the criteria “accurate, adequate, clean, and live,” clearly identifying lead and coordinating agencies for each data field, and establishing shared data connection and sharing mechanisms. The provincial Police will take the lead, coordinating with departments and sectors to research and advise on building the provincial Data Center toward a substantive, synchronous approach extending from infrastructure and connectivity to data extraction and analytical capabilities, serving leadership and direction in socioeconomic development, maintaining security and order, and resolving practical local issues. Departments and sectors must promptly advise on perfecting mechanisms and policies supporting S&T, innovation, digital transformation, and private economic development; fostering favorable conditions to attract tech enterprises and innovative startups, and assisting local enterprises in digital transformation.

The provincial Party Committee Secretary requested that agencies and units proactively and flexibly overcome difficulties regarding shortages of essential equipment to satisfy immediate work requirements, preventing this condition from slowing digitization progress. Alongside this, the provincial Party Committee Secretary requested ongoing attention to developing telecommunications infrastructure, concentrating on resolving land clearance obstacles to accelerate the progress of investing in and installing infrastructure, establishing a foundation to serve synchronous digital transformation province-wide.
