The review was held by the Central Steering Committee for national major holidays and important historical events in the period 2023-25.

Attending and directing the preliminary parade was Nguyễn Trọng Nghĩa, Secretary of the Party Central Committee, Head of the Party Central Committee’s Commission for Publicity and Education and also Standing Deputy Head of the Central Steering Committee.

Leaders participating in the parade’s instruction included Mùa A Sơn, Permanent Deputy Secretary of the Điện Biên Party Committee; and Lê Thành Đô, Deputy Secretary of the provincial Party Committee and also Chairman of the provincial People's Committee.

The preliminary celebration began with an art display with the theme "Điện Biên Epic" performed by artists and soldiers of the Military Ceremonial Delegation.

Next was a drum festival with the participation of 1,000 artists who are students of the People's Police Academy along with 400 drums of all sizes, a flag team and a dragon dance team.

The official rally began with 21 rounds of signal flares together with the national anthem.

When the flag-raising ceremony took place at the provincial stadium, planes carrying the Party flags and the national flags flew over the stage.

Immediately after the rally was a military parade to celebrate the 70th anniversary of the Điện Biên Phủ Victory with the participation of more than 12,000 people.

The parade groups included the armed forces, militia and self-defense forces, veterans, youth volunteers, firing-line workers, workers, farmers, intellectuals, young people, women, northwestern ethnic groups, and artistic group.

By the end of the preliminary celebration, the Central Steering Committee for national major holidays and important historical events in the period 2023-25 held a review meeting to learn from experiences.

The Steering Committee highly appreciated all participants’ efforts.

The committee members contributed comments and corrections on the presentations’ contents and speeches at the preliminary celebration as well as the coordination between different forces during the military parade.

Concluding the review meeting to learn from experience, Nghĩa, Secretary of the Party Central Committee, requested to adjust the voice-over to make it be succinct and avoid duplication.

He also demanded to re-select another national flag on the pole in the centre of the stage with brighter colour.

Nghĩa required press agencies to continue promoting information about the celebration in a close, emotional and touching manner so that domestic and international people can better understand the Điện Biên Phủ Victory’s meaning.
